Program Manager

It’s always a GOOD day in SoCal Goodwill SoCal seeks an experienced Program Manager to provide leadership and on-site management to Goodwill’s program staff and to the Veteran Peer Action Network. The ideal candidate must be a licensed mental health therapist (i.e., LMFT, LCSW, LPCC) and either directly served in the military or a family of a military member. This role’s responsibilities include staff supervision, budget management, program performance, quality assurance, quality improvement and outcomes. The Program Manager provides counseling, evaluation, intervention, and case management services to those who are suffering mental, social, familial and/or medical issues and ensures the assigned site is maintained, all safety standards are followed, and all equipment remains in operating condition. Essential Duties & Responsibilities Provides strategic leadership and on-site management to program staff, in particular Veteran Peer Action Network (VPAN); leads strategic planning and works towards successful completion of annual goals and objectives for programs and WCD. Holds consultations with clients and conducts initial mental health evaluations resulting in realistic clinical treatment plans. Assesses clients using standardized assessment/screening tools, measures, etc. and provides brief, solution focused therapy sessions with participants. Identifies and maintains strategic relationships with funders, veteran stakeholder groups, county agency staff, policymakers, local businesses, and the public to ensure growth, development, and success of VPAN program. Fully responsible for the identification, negotiation, upkeep, and safety of the assigned facility, addressing any maintenance needs in a timely fashion, ensuring that all equipment is operational, and ensuring compliance with the asset management guidelines set forth by funders. Supervisory responsibilities include interviewing, hiring, and training employees; planning, assigning, scheduling and timekeeping; directing work, appraising performance, rewarding, developing and disciplining employees; addressing complaints and resolving problems. Develops and manages practices for monitoring and ensuring quality of participant records, data gathering, and reporting systems according to funders, CARF and organizational standards. Ensures accurate and timely data entry and reporting. Ensures safety procedures and monthly and annual quality submissions are observed throughout all programs and service locations. Develops program progress and performance enhancement reports based on program specifics. Fully responsible for achieving program and service goals as defined by funding contract and GSC. Develops and manages budgets to ensure revenues and expenditures are within budgetary norms. Ensures expenses and participant-related costs fall within funding and organizational guidelines and policies and submits billing timely. Identifies and negotiates terms for Memoranda of Understanding (MOUs) for complementary, strategic collaborations and partnerships that offer training, wrap-around, and supportive services to program participants for review and approval by Strategic Impact Officer. Leads weekly participant support group meetings and manages action steps created. Provides emergency back-up support for after-hours Veteran phone support line. This position requires local some travel, approximately 25% to 50% of the time. Education & Experience Veteran of the U.S. military or spouse, parent, sibling, or child of U.S. military veteran required. Licensed mental health therapist (i.e., marriage and family therapist, social worker, or psychologist) required. Minimum of 2 years managerial and supervisory experience. Bachelor’s degree from a four-year college or university in Project Management, Education, Psychology, Social Work, or related field required. Master’s degree in Social Work required. Knowledge and experience of Veteran-specific services and practices required. Knowledgeable of nonprofit and governmental budgeting process. Experience in implementing programs serving Veterans with disabilities and other barriers to self-sufficiency. Excellent written and verbal communication skills; highly skilled presenter. Bi-lingual fluency (e.g., English/ASL, English/Spanish, etc.) and ability understand another culture as required by the program and local community, highly desired. Demonstrated leadership and collaborative skills with ability to motivate teamwork. Must have advanced knowledge proficiency of computer programs in a Windows environment, including Word, Excel, PowerPoint, and Outlook. Experience with Project and Case Management software Background and Drug Screen required. Valid CA driver’s license and state-required auto insurance is required. Driving record must be acceptable by the company’s insurance vendor.
