National Housing Director – National OfficeLevel: ExperiencedJob Location: Position Type: Full TimeEducation Level: 4 Year DegreeSalary Range: $86,520.00 – $104,365.00 SalaryTravel Percentage: Job Shift: DayJob Category: Nonprofit – Social ServicesDescriptionNational Housing DirectorThe National Housing Director is responsible for providing ongoing project support, continuity, and progress for the organization by working directly with the Vice President of Housing Development and other staff to implement long and short-range goals to increase veteran housing inventory. This position will work with U.S.VETS locations, landlords, and agencies to expedite and provide rapid delivery of units that meet quality standards for move in inspections.This position will ensure inclusion of long-range service needs of housing initiatives and projects to ensure the lease up and service delivery seamlessly transitions from acquisition and/or construction to full operation of new units and facilities. FLSA Classification: ExemptResponsibilities: Expand housing inventory in the markets served by U.S.VETS to expand access and increase housing stabilization for veterans transitioning to housing in the community, whether from transitional residential programs or through other U.S.VETS prevention and intervention programs. Increase the number of master leases that U.S.VETS holds, allowing greater flexibility in helping more veterans to secure and maintain housing in the community. Manage the process of leasing new units to include overseeing landlord negotiations, rent reasonableness testing through comparisons, lease approval process, and compliance with required inspections, zoning, permits, and other applicable requirements. Ensure collaboration and rapport with landlords, timely lease renewals, and timely repairs to increase retention of master-leased units and increase occupancy. Develop processes and policies for VP approvals and support the implementation of a pilot project for adding master leases across sites. Optimize available housing by implementing processes with Property team and managing funding sources for repair costs to minimize timeline for unit turnover. Implement and manage systems to monitor and increase resident rental collection; collaborate and communicate with U.S.VETS service staff to mitigate late rent payments and lease violations. Implement and maintain process for utilizing financial assistance funding to support veteran housing retention, unit acquisition, unit repairs, unit turnover, and other applicable costs to maximize and expedite increased housing inventory and occupancy. Monitor and manage budget and deliverables ensuring objective are achieved as required for property-specific grants, rents, and other revenue sources. Supervise Property & Income Coordinators and other applicable property and housing positions implemented. Maintain a national database of U.S.VETS housing inventory and outcomes related to units and their impact. Oversee, track, and support site staff with coordination of any volunteer projects related to property improvements. Ensure completion and submission of monthly, interim, annual, and final reports to include beneficiary success story, public relations activities, outcomes, and other required information. Lead development of companywide housing inventory plan including: Co-supervision and guidance to Housing/Property Management staff at all U.S.VETS locations; Ensure all U.S.VETS sites implement and maintain a housing inventory tracking system of landlords and units; Leads housing team in increasing inventory through acquiring or master leasing properties. Compile and update housing project service, staffing, tenant selection, marketing, and operational plans and related budgets with support and input of executive leadership and grant writing team; lead collaboration with partners and funders for negotiating, finalizing, and submitting plans and budgets for funding requests and to other entities as required. Coordinate with asset management, property management and resident services during predevelopment and construction to ensure smooth tenant relations. Manage transition to operations; supervise property management; monitor tenant selection and lease up. Become a critical part of U.S.VETS staffing team that will design and arrange for the prepositioning of all service-related items that will provide for a seamless transition from the acquisition/construction phase of a project to the operational phase Develop and maintain positive working relationships with all community partners in the delivery of affordable housing for veterans. Participates and presents at various stakeholder meetings to include partner, funder, neighborhood groups, target population groups, city council, VA, service council. Manages compliance and reporting systems required by the CEO, COO, private and public sector lenders and other compliance requirements related to funding as per VPs directions. Prepares reports for submission, ensuring compliance, and provides to VP as requested for reporting to CEO, COO and Board of Directors. Prepares responses to external audit requests. Identify regional and national opportunities for housing, development, and other relevant funding from public and private sources. Works collaboratively with Development & Communications team to articulate the value of this work and provide meaningful engagement opportunities for donors and community. Partner with fundraising and communications team, by providing project information and developing content, to support public and private funding applications, solicitation and outreach. Ensures the organization and its mission is consistently presented to the community in a positive manner. Works directly with VP, and other internal staff as directed by VP, to fulfill the organizational mission and perform other duties as assigned. QualificationsRequirements: Bachelors degree required, preferably in a related field. Bachelors degree may be substituted with a minimum of 10 years of related experience. Minimum of 5 years of related experience working in property management, real estate, housing development, and/or other related field at a management level or higher. Computer proficient in Microsoft Office, web-based project and task management program, and property management software proficiency preferred. Valid drivers license and reliable transportation required. Experience working with homeless and/or veteran housing preferred. Advanced strategic planning, implementation and execution skills. Advanced leadership skills. Understanding of long-term impact of the implementation of complex programs involving multiple government and private funding streams. Exceptional people skills. Ability to maintain a professional disposition and remain positive and supportive in the performance of all job duties. Ability to give formal and informal group presentations. Ability to work as a productive member of leadership team. Ability to work independently. Ability to travel locally on a regular basis and statewide and out-of-state as needed, estimated at up to 25% of the time. Ability to handle multiple projects and tasks while maintaining a stable work environment. Knowledge and familiarity in developing funding streams through the creation of external community alliances.
