What will you be doing in this role?

Under the direction of the Staff Veterinarian of Comparative Medicine, the Veterinary Services Manager is responsible for the daily management of veterinary services provided by the clinical staff (Animal Health Technicians), scheduling and operation of the Large Animal Core Surgical Facility and management of the Research Institute Controlled Substance DEA registrations.   The incumbent should be forward thinking with the ability to establish and maintain a team culture that meets the departmental Performance, Commitment and Businesslike/Professional (PCB) standards.

The position includes management of all the primary clinical areas:  Rodent  and USDA covered species health including the institutional biosecurity program and health cases, core surgical facility for large animals, medication rooms and specialized rodent services.  The incumbent is expected to act as primary Animal Health Technician in any clinical area in the event of absence or as needed due to high volume scheduling.  The incumbent will participate in teaching activities by demonstrating techniques or procedures to researchers and staff (training on controlled substances, biomethodology, medical and surgical care, husbandry and use of laboratory animals).  The incumbent will participate in writing, reviewing and implementing Standard Operating Procedures (SOPs).  The incumbent will ensure maintenance of records (clinical, health,  controlled substance, personnel, etc.) by the clinical staff in compliance with DEA, USDA, FDA, OLAW and Comparative Medicine regulations and policies as well as AAALAC Int. standards for accreditation. The incumbent will be expected to be on-call weekends and holidays as needed.  The incumbent will conduct recruitment, onboarding, and training of new Animal Health Technicians and perform annual performance evaluations of all Animal Health Technicians according to CSMC standards.

 

Primary Duties and Responsibilities:

•    Personnel Management

1. Manages clinical staff team by providing training, guidance and coaching related to (a) adherence to Departmental policies and procedures, (b) efficient, effective and consistent veterinary care, (c) performance of daily duties, (d) staffing coverage, and (e) employee growth and development. 

2. Plans and organizes clinical staff human resources to meet the demands of all the clinical areas:  Rodent  and USDA covered species health including the institutional biosecurity program and health cases, core surgical facility for large animals, medication rooms and specialized rodent services.  

3. Ensures regulatory compliance and operation within current standards of veterinary care.

4. Ensures clinical staff maintains appropriate veterinary medical records containing vital and necessary information pertinent to health of animals.

•    Core Surgical Facility Management

1. Schedules large animal surgical suite usage as well as anesthesia services for USDA covered species outside the surgery suite and ensures appropriate aseptic environment of surgical suites according to IACUC, USDA and AAALAC standards.

2. Monitors the Core Surgical facility physical plant (including prep, recovery, and sterilization rooms), submits work orders for repairs and ensures timely resolution of physical plant issues.

3. Oversees maintenance and repair of equipment, coordinating with CSMC craft workers, Research Facilities Administration (RFA), and outside contract vendors as needed anesthesia machines for surgical tables and other support equipment used in prep rooms, recovery rooms and ORs (LED OR lights; house supplied suction, med gas and waste anesthetic gas scavenging).

•    Controlled Substance (CS) Program Management

1. Manages Research Institute’s Drug Enforcement Agency (DEA) registrations; Davis, AHSP and Campus Designations.  Ensures timely submission of lockbox location updates, coordinates with Research Facilities to install new lockboxes, and ensures timely renewal of registrations. Develops processes and best practices for performing inventory and accountability audits of all primary, secondary and remote lockboxes. 

2. Maintains usage compliant with Research Institute policy and procedures as well as Title 21CFR § 1300 to end, and CA Health & Safety Code Division 10: California Uniform Controlled Substance Act.

3. Maintains accurate record archives sufficient to follow all Controlled Substances from receipt through use and/or proper disposal in compliance with DEA regulations.  

4. Develops and executes mandatory controlled substance training for Comparative Medicine clinical staff, Principal Investigators and laboratory Controlled Substance Designees (designees are appointed by laboratory Primary Investigators as approved to pick up controlled substances from the Comparative Medicine medication rooms).

5. Order Controlled Substances and maintains appropriate inventory based on the needs of Comparative Medicine and authorized researchers.

•    Compliance Management

1. Provides Administrator domain expertise independent of EIS for DVMax—electronic medical record system for large animals (USDA & GLP compliant)

2. Responsible for providing IACUC with annual large animal use data for submission to USDA and AAALAC.

3. Manages and develops best practices for internal biosecurity program (sanitation screening, sentinel rodents, exhaust air duct PCR, excluded pathogen list and pathogen surveyed list) and archives reports to ensure results are available for review as needed for retrospective analysis and creation of rodent health reports for rodent exports to other research facilities domestically and internationally.

•    Financial Controls

1. Negotiates and obtains approval for new and renewed vendor contracts to obtain best pricing on: rodent sentinels, outsourced diagnostic lab/biosecurity monitoring services, and equipment PM/repairs

2. Captures monthly charges for items not recorded in electronic medical records so PI monthly billings are complete and Comparative Medicine recovers all expenditures. 

3. Participates in annual budget review and provides data to support proposed charges.

4. Assist the Executive Director to maintain current pricing list to ensure accuracy for all veterinary services recharge items. 

5. Oversees ordering and inventory of all medications and consumable supplies needed to support institutional veterinary care and animal research support.

 

Educational Requirements:

Bachelor’s Degree- Biology or Animal Science         

Licenses:

Laboratory Animal Technologist (LATG) -Upon Hire        

CITI Course Certification-IACUC (Institutional Animal Care & Use Committee). 30 Days      

California Registered Veterinary Technician (RVT)- Upon Hire    

Experience:

5 years -Veterinary experience in a AAALAC Int. Accredited Animal Research Facility       

3 years -Supervisory/Management Experience in a AAALAC Int. Accredited Animal Research Facility
