Laboratory Manager

Under the supervision of the California State Public Health Laboratory Director at the California Department of Public health (CDPH), the Laboratory Manager assists in the overall operation and administration of the clinical / public health laboratory and its affiliated temporary sites and oversees the Customer Service Program.

The qualifications of a laboratory manager include an extensive clinical or public health laboratory management background (5-10 years) with active California licensure as a Clinical Laboratory Scientist, or California certification as a Public Health Microbiologist.

This position will work closely with the CDPH COVID-19 Testing Task Force.

ESSENTIAL FUNCTIONS
Assist in the overall operation and administration of the clinical/public health laboratory and its affiliated temporary sites Implement and coordinate a Customer Service program using a quality system approach Develops policies, processes, procedures, and resources needed to achieve consistent, high quality testing Assist in the implementation and operation of the VBL Genomic Sequencing program in support of COVID Net.

Reports results with patient information as requested by the Department and stakeholders, as specified in 17 CCR section 2505.

Active participation in laboratory operations to the extent necessary to ensure compliance with California laboratory law and federal CLIA regulations.

Preservation of medical records and laboratory records (BPC § 1265).

Develop and oversee implementation of policies and processes for the enrollment of schools operating as temporary testing sites.

Assists in ongoing monitoring of testing processes used in the laboratory to identify errors or potential problems that could result in errors Coordinates corrective and preventive actions and evaluating the actions taken to ensure that they were effective and will prevent recurrence.

NON-ESSENTIAL FUNCTIONS
Assists with review and updates of the laboratory’s playbook, policies, procedures, and processes.

Evaluate the laboratory’s quality assessment plan, indicators, and monitoring processes Maintains knowledge of equipment and test systems used in the laboratory Active involvement in the operations of the laboratory Additional related duties as assigned
JOB QUALIFICATIONS
Familiar with State and federal laws and regulations to assist in the operation of the laboratory in compliance with those laws and regulations.

Attention to detail and application of laboratory safety practices and quality systems.

Experience coordinating teams and managing information and customer service requests from stakeholders.

Working knowledge of and experience with viral molecular diagnostic assays, including Experience in other molecular techniques, sequencing, immunoserology and cell culture highly desirable.

Experience providing oversight of laboratory workflow and quality systems.

Ability to communicate clearly and issue regular updates to California Department of Public Health.

Education/Experience
Minimum of 5 years’ experience as a supervisor or manager in a clinical or public health laboratory Education and experience to meet the qualifications of a high complexity technical supervisor as specified in Code of Federal Regulations (CFR §493.1449) A duly licensed laboratorian in the state of California (Clinical Laboratory Scientist or Public Health Microbiologist)

As noted above in Education/Experience.

Other Skills, Knowledge, and Abilities
Proficiency with Microsoft Office software, including Word, Access, Excel, and Outlook.

Ability to effectively communicate verbally and in writing.
