The Boeing Defense, Space and Security (BDS), Ground Development and Mission Operations Division, is seeking a Senior Ground Engineering Manager (Level M) to join our team in El Segundo, CA, Huntington Beach, CA, or Fairfax, VA. Our team creates the next generation products and services for the BDS business unit. We work with proprietary customers in the development of the next-generation technologies in space. The team focuses on rapid prototyping to demonstrate a host of mission-focused technologies for a variety of customers.  Our group works all facets of engineering from technology investment, concept development, proposal writing, requirements and design, build, integration, test, and demonstration of products in their relevant environments.

 

The Senior Grounds Systems Manager will lead, manage, develop and motivate an integrated team of multiple discipline engineers with diverse backgrounds and skill levels in developing key ground technology solutions for customer needs in El Segundo, CA, Huntington Beach, CA or Fairfax, VA.  This manager shall develop and execute project and process plans, implement policies and procedures and sets operational goals, acquire resources for projects and processes, provides technical management of suppliers and leads process improvements, develop and maintain relationships and partnerships with customers, stakeholders, peers, partners and direct reports, provides oversight and approval of technical approaches, products and processes.  This position requires demonstrated experience in quantum technologies, high-fidelity digital twin technologies, a diverse background of project management experience, and the clear exhibition of superior judgment and decision making to engineer new solutions and support existing capabilities.  Demonstrated strategic and critical thinking skills and exceptional troubleshooting capabilities are required.

The successful candidate will be responsible for the integrated planning, strategy development, program/project management and technical oversight of a portfolio composed of multiple research, development, prototyping or demonstration projects, each intended to develop future, next generation capabilities for Boeing.

Position Responsibilities:

Responsible for a portfolio (i.e., multiple) ground programs to include Disruptive Computing & Networks (DC&N) quantum technology research projects, involving:

  • Budget planning and execution.

  • Staffing – identify ground engineering staffing needs, develop staffing plan, hire and staff personnel, and perform onboarding.

  • Strategy development, alignment, execution, and communication.

  • Ensure development of unique Design Practices in alignment with Ground Engineering capability.

  • Monitor and manage program performance, resolving technical and program issues, controlling configurations, and maintaining metrics.

  • Develop, adapt, and implement appropriate processes / procedures to ensure high quality output of all projects and disseminate as appropriate throughout DC&N .

Act as Responsible Manager for Ground Engineering, supporting Ground Capability horizontal integration of personnel resources:

  • Develop division program specific Ground Strategy and integrate support development of division Ground Strategy Plan.

  • Coordinate program and division activities with support organizations, ensure successful collaboration to further project objectives, including at a minimum:

  • Finance Supplier Management.

  • IT Communications.

  • ‘Legal (and IPM) Facilities.

  • Government Operations Global Engagement.

Ensure effective interactions with Business Units and Enterprise:

  • Articulate strategy, programmatic objectives, and technical capabilities under development.

  • Identify high leverage opportunities for Ground Engineering projects to address Business Unit challenges, limitations, or constraints.

  • Ensure insertion of Ground engineering technologies and future capabilities onto strategic roadmaps.

  • Develop, negotiate, and ensure success of specific technology transitions between ground projects and Business Unit programs.

Ensure effective collaboration with current and future business partners:

  • Manage supplier relationships to ensure successful project execution.

  • Develop relationships with potential future business partners/suppliers.

  • Construct effective agreements with business partners to meet strategic objectives.

Ensure effective communications with government customers:

  • Shape future contracted research and development efforts.

  • Position Boeing to be competitive for future efforts.

  • Develop good working relationships with government decision makers in areas of relevance for Ground Engineering.

This position is expected to be 100% onsite.  The selected candidate will be required to work onsite at one of the listed location options.

 

This position requires active U.S. Top Secret/SCI Security Clearance (U.S. Citizenship Required). An ability to obtain an adjudicated CI (Counter Intelligence) polygraph will be required post start.

 

Basic Qualifications (Required Skills/Experience):

  • Bachelor, Master or Doctorate of Science degree from an accredited course of study, in Computer Engineering, Software Engineering, Computer Science, Mathematics, Physics or other technical degree.

  • 10+ years of experience working in Project/program management.

  • 10+ years of experience leading cross-functional engineering teams.

  • 10+ years of experience and technical leadership on a development and production programs.

Preferred Qualifications (Desired Skills/Experience)

  • Active CI Polygraph.

  • 10+ years of experience in performing satellite ground system and/or subsystem systems engineering.

  • 5+ years of systems or software engineering experience on space-based systems.

  • Experience with quantum information science and technology as well as familiar with related engineering disciplines such as mechanical, thermal, electrical, computer, and systems engineering.

Summary pay range Min – Max: $191,000 – $258,000
