SUMMARY.

HRMS Manager is responsible for providing leadership and managing complex projects related to HRMS systems, HR technology, processes, records, data management, and data integrity.

This role requires a continues improvement mindset rooted in best practices to plan and manage projects related to system implementations, new functionalities, process improvement, system updates and release management, and incorporating best practices to improve HR systems and processes.

Must possess expertise in UKG, UltiPro and Ultimate Software products..

Full ownership and accountability of the agency’s UKG HRMS system..

Develops, configures, implements, and maintains user-friendly, company-wide HRMS (UKG) and processes including payroll, recruitment, onboarding, offboarding, learning & development, compensation & benefits, and other related activities..

Partners with Payroll team in all projects, tasks, and processes of payroll processing..

Establishes clear procedures, processes and workflows for all UKG HRMS operational activities..

Establishes documented procedures for the management of preparation, transmission and retention of necessary payroll records, reports and information..

Provides subject matter expertise on all issues related to UKG and HRMS..

Ensures timely, high-quality delivery, with the ultimate goal of supporting maximizing data integrity, administrative optimization and stakeholder experience..

Provides relevant HRMS training to the Talent team and throughout the agency..

Partners with Talent team leadership in developing a strategic vision for the HR technology needs of the agency and building out the HRMS roadmap and strategic plan to address agency’s short-term and long-term organizational needs..

Works closely with the Talent team leadership to define and prioritize HRMS-related projects and to manage projects to completion, ensuring delivery on time and within budget..

Takes the lead on identifying possible improvements to the UKG system and processes and implementing necessary changes in partnership with the Talent team.

Ensures that UKG is continually meeting the needs of the Agency..

Holds ultimate responsibility for ensuring the HR data is accurate and secure, optimizing processes for data management..

EDUCATION & EXPERIENCE.

5+ years of experience with UKG, Ultimate Software, or UltiPro..

Experience with Kronos preferred..

Super-user capacity with UKG HRMS and demonstrable knowledge of enhancing efficacy of HRMS systems..

6+ years of experience implementing or maximizing the efficiency of HR systems and processes..

5+ years of experience with enterprise HR technology, project management, process improvement and team development..

Experience with implementing large-scale HRMS solutions..

Experience scaling systems and processes through growth..

Current knowledge of HR regulatory compliance as relates to benefits, payroll, employee records, and personal information..

Project Management skills with the ability to coordinate multiple projects, analyze data, and develop recommendations..

Advanced knowledge of HRMS platforms, including Recruitment, Learning and Development, Compensation, Payroll, Time Tracking, Performance Management, Workforce Planning and Benefits..

Advanced knowledge of project management methodologies and best practices..

Advanced knowledge of business and workflow analysis with a focus upon continuous improvement..

Bachelor’s degree in Business Administration or a related field from a four-year university required..

OTHER QUALIFICATIONS.

Possesses a valid driver’s license and state-required auto insurance..

Strong business acumen..
