**ERM INTERNAL FINANCIAL CONTROLS MANAGER****WHAT IS THE OPPORTUNITY?**This role resides within Enterprise Risk Management at City National Bank (CNB) and also supports the Risk and Controls Group (RCG) under RBC’s Group Risk Management within U.S.

Enterprise Risk.

This position will perform second line oversight and support the effort to implement and integrate effective, consistent and holistic execution of RBC and CNB risk and control frameworks, including but not limited to Risk & Control Self-Assessments (RCSAs) across multiple functional areas.

Also responsible for the deployment of control methodologies and acts as a CNB liaison supporting RBC’s Reliance Model for Regulatory Compliance.**Risk Management Division**This is a great opportunity to grow your career with a stable and expanding organization as a member of City National’s Risk Management team.

The focus is on ensuring business activities remain safe, compliant and well-positioned for future opportunity and sustainable growth.**WHAT WILL YOU DO?**+ Contribute, implement and continuously improve and enhance the operating model for independent risk and control activities which meet US regulatory expectations and requirements as well as CNB Enterprise standards+ Participate in the quarterly creation of 2LOD GRM Operational Risk Profiles+ Provide holistic review and challenge of processes and risk and control identification+ Assist in the planning of control testing approach and scoping lead by RCG; assist in the preparation of a testing program, testing procedures and scripts+ Contribute to the articulation of results/conclusions/memos of control testing activities and communicate to key stakeholders across RBC and CNB+ Evaluate control deficiencies and monitor remediation actions, timelines and progress+ Support the roll out, maintenance and continuous improvement of Technology and tools to support risk and control initiatives+ Provide guidance for stakeholders completing control risk assessments and bridging communication channels between CNB and RBC colleagues; provide independent guidance to the control and issue owner with the validation and closure of control issues as identified through testing+ Participate in Internal Control Monitoring program process/control walkthroughs and involvement in ad-hoc process changes; evaluate and liaise between the testing team and control owners on continuous testing of the internal controls program+ Assist in performing a comprehensive annual company-wide risk assessment for CNB 2LOD functions through management interviews to identify high impact and business risk areas+ Familiarity with project management techniques and principles.

Work across various levels within CNB organization.

Ability to understand and visually map end-to-end processes in different areas of the bank+ Act as an internal advisor/partner to 2LOD CNB business units regarding risk management matters (e.g.

controls, best practices, and industry developments.) Assists business units in understanding control framework and regulatory responsibilities+ Coordinate with RCG on developing programs and best practices to ensure control weaknesses are identified and action plans are created and implemented+ Review and sign-off (when appropriate) on control evaluation work papers and results including providing review and sign-off on behalf of CNB of control evaluation reports prior to distribution to stakeholders+ Participate in quarterly review of regulatory change / accountability mapping+ Contribute to the development of senior management / Board briefing packages, Regulator updates, as well as help RCG Lead prepare for sessions with CNB Senior Executives+ Coordinate with RCG in interacting with external auditors and business process owners on control related matters; including assistance with the remediation of findings issued by Internal Audit and external regulatory bodies+ Assist with the development and implementation of processes and procedures to determine efficiency, effectiveness and alignment with internal policies and procedures and industry specific regulations+ Comply with all Bank policies and procedures as well as all regulatory requirements (e.g.

Bank Secrecy Act, Know Your Client, Community Reinvestment Act, Code of Conduct, etc.).+ Complete all required training; Contribute to adhoc and special projects as requested+ Evaluate the design and operating effectiveness of control processes to ensure 2LOD compliance with regulatory guidance and expectations+ Ensure a robust internal risk & control framework is deployed across 2nd line functions+ Act as a key liaison between CNB, RCG Malaysia, and RCG U.S, including management of CNB stakeholders, through the control evaluation lifecycle and reporting process+ Provide support in the Regulatory Compliance program and the reviews of regulatory change and ownership**WHAT DO YOU NEED TO SUCCEED****Must-Have***+ Bachelor’s Degree+ Minimum 7 years in an audit, consulting or internal controls governance position+ Minimum 7 years with internal controls processes; design and effective testing (i.e., Operational Risk/CCAR/DFAST Compliance programs, internal controls programs, internal audit, Operational Risk, etc.)+ Minimum 5 years of experience preferred with project management techniques and principles**Skills and Knowledge**+ Bachelor’s degree in risk, policy, finance, management, economics or related discipline with 7+ years of auditing, consulting or banking experience.+ Knowledge of business process analysis, design and data governance practices+ Experience developing or testing of internal controls+ Professional certification such as CPA or CIA a plus+ Proven knowledge of banking systems, risk management methodologies and financial industry regulations required.+ Excellent written and verbal communication skills, i.e.

ability to write technical memoranda and communicate effectively with all levels of management+ Must possess demonstrated ability to think critically and facilitate change through collaborative effort+ Extensive knowledge and experience with various reporting and analysis tools including MS Office suite required.+ Exhibit high attention to details in identifying, aggregating, and communicating issues and control gaps to RCG and CNB Senior Management and other stakeholders.+ Display strong interpersonal and negotiation qualities to be able to conduct meetings to socialize and negotiate issues and findings identified in testing***To be considered for this position you must meet at least these basic qualifications**The preceding job description has been designed to indicate the general nature and level of work performed by employees within this classification.
