Data Manager

Heluna Health invites applications for a Data Manager position with LA County Department of Public Healths Epidemiology and Laboratory Capacity (ELC) to support comprehensive COVID-19 screening testing for K-12 schools for the 2021-2022 school year. The Data Manager will support the Heluna Health Project staff to ensure compliance with CDC data and evaluation requirements as well as meeting local evaluation needs to inform planning and service delivery.
The Data Manager will be responsible for oversight of the Data Entry Coordinator and manage registration and consent for testing; providing notification of results to testers; reporting positive results to LACDPH; and providing data dashboards to monitor cases and contacts, identify outbreaks, and summarize findings. The Data manager will also be responsible for coordinating/integrating data platforms that may be used by different test sites.
This is a temporary, grant-funded, full time, benefited position. This role will be primarily onsite at fixed, mobile, and designated school site operations. Remote work may be required for this program.
ESSENTIAL FUNCTIONS
Designs and implements survey instruments and procedures for data collection, monitoring, and reporting.
Develops, cleans and maintains cross sectional, longitudinal, and combined datasets
Provides weekly and monthly data monitoring reports to Project Manager. Provides monitoring reports to funders.
Provides direction to staff involved in data collection, data quality management, statistical analysis and other support activities involved in research and evaluation.
Prepare data for reports, presentations and scientific papers based on hypothesis and results
Manage and work with various private and independent schools on data entry and reporting requirements
Manage and work with approved vendor lab and reporting platforms for tracking and reporting school testing data
Conducts outcomes evaluations Other Responsibilities
Participates in meetings and quality control activities
Develops study instruments, databases, and documents as needed
Performs other duties as assigned JOB QUALIFICATIONS
Ability and Skill to: function independently and direct support staff with minimal supervision; apply sophisticated statistical techniques necessary for the ongoing monitoring and quality assurance of complex data and conduct analyses using common statistical software applications; evaluate epidemiologic and biostatistical findings to inform public actions; establish and maintain effective relationships with associates, providers, and the general public; prepare project proposals, scientific reports, evaluation summaries and publishable medical literature.
Knowledge of: Principles and methods of biostatistics and demography; principles, theories and procedures of epidemiology including design and evaluation of epidemiology research; methods of collecting, cleaning, and analyzing complex data; commonly used statistical software.
Must have excellent communication skills both written/oral
Education/Experience
Education:
Possession of a masters degree from an accredited college or university. Experience:
