Position Information

This is a full-time management (MPP) position. MPP employees serve at the pleasure of the campus President. MPPs do not serve a probationary period and never receive permanent status.

This position is a “designated position” in California State University’s Conflict of Interest Code. The successful candidate accepting this position is required to file Conflict of Interest forms subject to the regulations of the Fair Political Practices Commission.

Conditions of Employment

Possession of a valid Driver’s License is required. Employees in this position will be enrolled in the Department of Motor Vehicles (DMV) Government Employer Pull Notice Program which confirms possession of a valid driver’s license and reflects driving record.

Satisfactory completion of a background check (including a criminal records check) is required for employment. CSU will make a conditional offer of employment, which may be rescinded if the background check reveals disqualifying information, and/or it is discovered that the candidate knowingly withheld or falsified information. Failure to satisfactorily complete the background check may affect the continued employment of a current CSU employee who was conditionally offered the position.

The person holding this position is considered a `mandated reporter’ under the California Child Abuse and Neglect Reporting Act and is required to comply with the requirements set forth in CSU Executive Order 1083 as a condition of employment.

Major Duties

Under the direction of the Director, Employee Relations, Payroll Services and Benefits, the Benefits Manager administers, organizes, plans, and coordinates operations and activities of the university’s benefit programs including, but not limited to, health, dental, vision, life, and disability insurance, retirement, COBRA, tax shelter annuities, educational fee waivers, disability management, and various leave programs. The incumbent develops, recommends, and implements improved business processes and procedures for efficient, customer-oriented operation of the benefits functions. The Benefits Manager is responsible for supervising support staff and providing them with in-service training as necessary

Qualifications

Required Education and Experience:

Equivalent to a Bachelor’s degree with a major in one or more of the following: public administration, human resources, information systems management, finance, business administration, or a related field.

Three to five years of supervisory/coordinator experience in the area of employee benefits in a medium to the large-sized organization. Experience in leading teams in projects or accomplishing specific organizational objectives.

Preferred Qualifications:

CSU system or public sector experience in human resources benefit programs.

Knowledge, Skills, and Abilities:

  • Thorough knowledge of university benefits, leave programs, and disability programs.
  • Ability to identify a variety of resources to answer questions on benefits including various websites, key university managers, etc.
  • Ability to work effectively with individuals at all levels of a campus organization and with job applicants.
  • Requires the use of independent judgment to make decisions, interpret and apply a wide range of policies and procedures.
  • Must have initiative and ingenuity to solve problems and to suggest improved work techniques.
  • Ability to organize and plan work and projects including handling multiple priorities.
  • Must be able to meet stringent deadlines and prioritize work; complete assignments with general direction; have the ability to read, analyze, interpret, and apply state and federal laws and regulations.
  • Must be able to produce reports as needed from a variety of campus software systems.
  • Must be able to research and answer all questions pertaining to benefits.
  • A strong commitment to customer service and the ability to establish and maintain effective working relationships.
  • Excellent communications skills and the ability to analyze and clearly articulate complex benefits issues.
  • The ability to work well in a fast-paced, deadline-driven environment and the ability to manage multiple priorities are essential.
  • Ability to motivate, mentor, train, counsel, evaluate, and develop staff.

Responsibilities

60% Responsible for the coordination and implementation of the University’s employee benefits programs and disability claims.

  • Provide day-to-day assistance to campus employees on all issues pertaining to benefits.
  • Conduct monthly new employee benefits workshops to familiarize staff with the types of benefit programs and to assist in the enrollment of these programs.
  • Research, analyze, and resolve problems with employee benefits, including analyzing and interpreting collective bargaining agreements related to benefits.
  • Responsible for the annual open insurance enrollment process including the benefits fair, the distribution of information explaining changes in insurance programs, and the processing of the completed forms.
  • Assist employees, who qualify, in adding dependents to their insurance; provide information and counseling on state retirement options and assistance in applying for retirement benefits;
  • Assist employees with requests for leaves of absence, including benefits coverage, and process the appropriate forms.
  • Administer campus fee waiver benefits.
  • Ensure the timely distribution of COBRA insurance benefits information to affected employees in a timely manner.
  • Assist eligible employees in the enrollment in various disability programs offered by the University.

20%

  • Enter data into the campus Human Resources PeopleSoft system. This includes supporting conversion efforts, documenting business processes, and testing processes and programs.
  • Initiate and run reports for audits using PeopleSoft, PIMS, and CIRS

15%

  • Provide in-service workshops to campus employees as needed. This includes information on benefit program changes, enrollment assistance for new employees, changes in the state retirement program, disability claims, etc.

5% Other duties as assigned.
