Associate Director, Budget and Operations

Planned Parenthood Federation of America (PPFA) and Planned Parenthood Action Fund (PPAF) seek an Associate Director, Budget & Operations for its Policy, Campaigns, and Advocacy Division.

This position reports to the Managing Director and sits in the Office of the Senior Vice President, Policy, Campaigns, and Advocacy.

The OSVP department supports the Senior Vice President and provides strategic direction, budget and operational oversight, and management of the division’s operational needs.

Purpose The Associate Director, Budget & Operations is responsible for providing financial management and operational direction within the Policy, Campaigns, and Advocacy Division at PPFA and PPAF.

Delivery The Associate Director leads the development, execution, and daily maintenance of Policy, Campaigns, and Advocacy’s large and complex budget, including zero-based programmatic budgeting, grant management and distribution, and reforecasting efforts.

Creates and present budgetary reports and presentations for the division’s senior leadership, Finance, the Office of the General Counsel (OGC), and other colleagues.

Serves as a strategic financial advisor to the division’s senior leadership, identifying budgetary challenges and devising solutions.

In partnership with OGC and Finance, they ensure that all staff are trained and compliant with financial and legal requirements.

Additionally, they manage efficient reporting and communication structures to streamline partnership with multiple divisions across the national office and external stakeholders, including affiliates, consultants, and vendors.

The Associate Director manages the division’s onboarding and offboarding processes in conjunction with the Managing Director and Human Resources.

Manages Policy, Campaigns, and Advocacy’s large-scale logistical needs across two offices and telecommuters, including the coordination of the division’s engagement in national and/or Federation-wide initiatives such as conferences and trainings.

Engagement As the division’s lead on budget, operations, and compliance, they will engage daily with staff at all levels within Policy, Campaigns, and Advocacy.

Beyond the division, they will regularly communicate and collaborate with colleagues from across the national office and the Federation, including affiliates, HR, OGC, and Finance.

This role will also engage with external audiences in certain capacities as a representative of the division to consultants, vendors, and partners.

Knowledge, Skills, and Abilities (KSAs) The Associate Director of Budget and Operations must be a strategic and innovative thinker with a solutions-oriented approach to the work.

They must possess the ability to develop and implement processes, policies, and tools that improve the division’s budgetary and operating functions, particularly in a fast-paced environment with rapidly changing events and objectives.

The Associate Director must possess strong leadership skills and the ability to communicate directively and effectively with diverse audiences, as well as maintain high standards of accountability.

They must have experience managing and growing a team, while maintaining a positive, “we jump in” attitude focused on Planned Parenthoods core values.

Bachelors degree required; Master’s degree in related field desired.

Solid finance and accounting experience, and experience with both 501(c)(3) and 501(c)(4) organizations a plus.

Must have strong analytical acumen.

Possess technical proficiency with various financial applications (MS Excel, including the use of pivot tables) and budget and reporting tools.

Non-profit finance experience is a plus.

The Associate Director must have at least 7 years of management, operations and budget experience.

Experience developing budgets and financial reports for complex organizations.

Experience in grants or non-profit management and the grant making cycle desired, not required.

Excellent organizational, management and communication skills.

Proven ability to analyze and interpret fiscal and accounting data.

Possess personal qualities of integrity, credibility, and unwavering commitment to PPFA’s mission; a proactive, hands-on strategic thinker who will own the responsibility for all aspects of program budget management.

Resourceful, creative, and possessing the ability to “hit the ground running” and operate with minimal supervision.

Knowledge of diverse groups, working with a multicultural workforce, and sensitivity and appreciation of cultural differences is required.

Strong written and verbal communication skills, and interpersonal skills.

Demonstrate superior customer service with internal and external customers.

Must be able to respond to all inquiries in a timely, tactful and professional manner.

Excellent planning, organizational, coordination and time management skills.
