Videos Help Duties Serves as an authoritative advisor on business management and administrative matters involving human resources management, contracting and procurement, comprehensive budget and fiscal management, management analysis.

Advises directors/administrators on the formulation and submission of an annual operating plan for the organization to ensure programs are carried out within budgetary requirements.

Provides advice and coordination on HR services, i.e., employee relations, employee benefits, performance management, etc.

Coordinates among the various program areas when there are overlapping issues to be considered and develops solutions to situations that potentially have ramifications beyond a particular program, or across offices in the BC, of the State/National.

Works closely as a liaison with managers and national congressional offices to resolve congressional inquiry issues.

Qualifications Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

Time in grade: Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade (e.g.

one year at the GS-12 grade level for consideration for the GS-13 grade level.

For the GS-13 level: Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level; or its non-Federal equivalent that demonstrates: Experience in business management and administrative matters involving human resources management, contracting and procurement, budget and fiscal management.

Advises the manager in developing, implementing, and monitoring strategic planning for achieving the mission of the Agency.

Analyzes reports on workload, by program and activities and advises management of trends.

Carries out special projects and initiatives, related to the operations of the organization supported.

Conducts studies and recommends way to improve work methods, staff utilization, communication and overall productivity.

Ensures the State operates efficiently and effectively in the areas of information technology (IT) planning, procurement, installation, maintenance and physical security of IT equipment for the organization, as well as coordinating or providing IT training to all organization users.

Supports the DSD regarding statewide office space matters, property and facilities management, records and Freedom of Information Act (FOIA) functions, travel, fleet, safety, security, emergency management coordination and procurement activities.

There is no substitution of education for experience at the GS-13 level.
