Our employees are not only part of history, they’re making history.Northrop Grumman Defense Systems (NGDS) Advanced Warfare Business Unit (AWBU) is seeking a Manager, Programs Level 3 to lead development of the Advanced Anti-Radiation Guided Missile – Extended Range (AARGM-ER) under a NAVAIRSYSCOM Engineering and Manufacturing Development (EMD) contract. AARGM-ER is a major air vehicle upgrade to the existing AARGM system, which is currently in Full Rate Production. The individual will lead a cross-functional integrated product team (IPT) responsible for delivering to AARGM-ER EMD contractual requirements and ensure achievement of program objectives and transition to Low-Rate (LRIP) and Full-Rate Production (FRP) AARGM-ER completed CDR in March 2020 and Milestone C approval (entry into LRIP) in August 2021. Key program activities in 2021 include production of missile test assets, software development, aircraft integration (F/A-18 and F-35 aircraft), missile flight test, and verification testing.The primary responsibility of the individual will be leadership and management of the IPT to achieve cost, schedule, and technical performance objectives leading to the strategic objective of transition to missile production. Tasking includes: Organizing, leading, and directing a cross-functional Integrated Program Team (IPT) to meet program cost, schedule and technical performance objectives Measuring and reporting program performance Developing and managing customer relationships in support of program execution Development and adherence to budget baselines utilizing Earned Value Management (EVM) Identifying, allocating and managing program resources, including workforce planning Participating in the negotiation of contracts, contract changes, specifications, operating budgets, schedule milestones, and key terms and conditions. Managing to contract requirements. Management of the supplier base to achieve program objectives Managing Government/customer supplied property or information (GFE, CFE, etc.) Delivering presentations to customers, executive management and other program stakeholders Development and adherence to master plans and schedules Adherence to internal processes, policies, and applicable industry standards Conducting appropriate risk & opportunity management to support achievement of program objectives Technical Performance: The ability to establish and apply a technical performance baseline to monitor and compare key program technical performance measures, assess program and product status, and take appropriate action to maintain conformance with the baseline. Communications: The ability to manage communications with stakeholders through organized processes to ensure that program information is defined, collected, shared, understood, stored and retrieved in a manner that effectively meets program and stakeholder needs. Program Growth: The ability to recognize and respond to customer needs in order to develop additional sales that support organizational objectives. Proposal Management: The ability to define proposal strategy, lead proposal teams, analyze and shape RFPs, produce and deliver winning proposals, effectively track and incorporate Review Team comments and findings, and manage post-proposal submittals (orals, finding responses). Resources: The ability to plan for, identify, estimate, cost, acquire, schedule, and retire resources needed to satisfy program requirements within organizational constraints. Customer intimacy: Consistently makes time to seek and incorporate input from customers and understand their expectations. Demonstrates commitment and energy to meet customer needs. Builds strong relationships with strategic partners and key suppliers. Guides program team and support functions on how to take action to satisfy customer expectations.Relocation assistance, while not guaranteed, may be available.The selected candidate is required to be on-site in Northridge, CA; no remote working arrangements are available.Basic Qualifications: Bachelor’s Degree and 10 years, or Master’s and 8 years’ experience supporting U.S. Government contracts and customers and/or project management in other industries 5 years of experience leading the performance of tasks on schedule, at cost and achieving all requirements as either project lead, integrated program team or cost account manager 5 years of demonstrated success leading teams/and or organizations to achieve a common goal Current/active US DoD Secret Clearance is required with ability to obtain higher level clearancePreferred Qualifications: STEM Degree desired Experience with Prime-level DoD ACAT-1 embedded software weapon system design, development, system integration and test, and transition-to-production desired Experience with USG-required EVM IPMR reporting desiredSalary Range: $171,000 USD $256,400 USDEmployees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
