Position Summary
The Way In Program Manager (Licensed) is responsible for supervising TAY programs located in SPA 1 including an 11-bed Transitional Housing program and Family Reconnection program.
The Program Manager will provide counseling services to transitional aged youth (TAY) as needed and as identified in goal plans.
Essential Functions
• Provide day-to-day management of an 11-bed Transitional Housing Program and a Youth Family Reconnection Program.
• Provide counseling, advocacy, and therapeutic intervention to transitional aged youth (TAY) and their families with the goal of reunification
• Ensure program documentation is maintained in accordance with all regulatory and internal policies
• Ensure all program activities are aligned with targets outlined in funder contracts
• Work with the Director to design, implement, monitor, and evaluate all aspects of the program
• Recruit, hire, train, supervise and manage a performance disciplinary process for approximately 2 subordinates
• Perform employee performance evaluations and other required reports in a timely manner
• Supervise and ensure that program staff are equipped with the appropriate skills and resources to carry out their job functions
• Ensure program compliance with all policies and regulatory standards
• Provide on-call coverage outside of normal working hours to respond to urgent matters and support staff on duty
• Enforce program rules and regulations
• Help create and maintain a therapeutic environment in which clients are supported in a dignified & non-judgmental manner
• Ensure clients are assisted in addressing the underlying causes of their homeless condition, with the goal of transitioning each participant to permanent housing
• Oversee outreach activities to maintain program census at no less than 95% capacity
• Develop and actively maintain meaningful collaborations with other service providers, agencies, and partnering organizations to support program goals
• Implement evidence-based practices and ensure all employees are trained in: crisis intervention, motivational interviewing, and trauma informed care
• Assist with the development of client centered Family Reconnection Plans (FRP) as part of the Family Reconnection Team
• Provide individual and family counseling as determined in the Family Reconnection Plan, perform Home Assessments, family mediation, and crisis intervention as needed
• Drive personal vehicle to appointments, events, and activities as needed
• Perform all other duties as assigned by Director
Working Conditions
Must be able to sit, walk, stand, bend, squat, climb, kneel and twist on an intermittent or sometimes continuous basis.
Must be able to grasp, push, pull objects such as files, file cabinet drawers, and reach overhead.
Must be able to lift up to 25 lbs.
Minimum Qualifications
– LCSW or LMFT with a current valid California license
– 3-5 years’ experience as a licensed clinician
– At least 2 years of experience managing, supervising and training subordinate employees preferred
– Experience working with transitional aged youth experiencing homelessness preferred
– Knowledge of government grants, including programmatic and financial reporting.
– Must be TB cleared prior to employment
– CPR and First Aid Certification
– Must have Class C Driver License, clean MVR and ability to drive
– Must have personal mode of transportation as this position requires local travel
Skills, Knowledge & Abilities
– Excellent management, communication (verbal and written), prioritizing, and problem-solving skills
– Knowledgeable about community resources for TAY
– Ability to plan, make sound decisions, and lead others
– Able to gather data and prepare programmatic reports
– Good time management & organizational skills
– Ability to use basic PC operations and software (e.g., Word processing, Excel, and PowerPoint).

Masters or better in Counseling and Personnel Services or related field.
Masters or better in Social Work or related field.
Experience
