Department of Transportation Drug and Alcohol Testing Program Specialist

Primary Purpose
The primary function of this position is to administer the Commercial Driver DMV Pull Notice Program and FMCSA Drug Testing Program Clearinghouse requirements and to coordinate scheduling of specific employee drug testing and account for results and documentation associated with scheduled tests.

Ensures Company compliance with internal policies, procedures, and Department of Transportation (DOT) testing regulations and guidelines.

Handles confidential records with utmost care and confidentiality.

Works collaboratively in a team environment to meet internal departmental and Company strategic goals.
Duties and Responsibilities
Following state and federal regulations, and internal processes and procedures, administers the DMV Pull Notice Program for the Company’s commercial motor vehicle drivers and maintains driver qualification records and updates driver random pool records; Conducts D&A testing history queries through the FMCSA Clearinghouse for pre-employment commercial driver candidates and queries all Company commercial drivers.

Regularly researches changes to state and federal regulations and requirements and makes recommendations for internal process, policy or other required changes.
Coordinates scheduling of specific test types following federal Department of Transportation (DOT) and Company-required drug and alcohol testing; Communicates directly with employees to notify and arrange return-to-duty, follow-up testing, and/or other tests as assigned by Advisors and/or Manager; Handles and protects employee records and data in a highly confidential manner.

Communicates regularly with external service providers (Collector, testing clinics, laboratory and medical review officer).

Ensures timely notification of results, or other testing information; makes recommendations for process improvements or efficiencies and trains team members to ensure regulatory and/or procedural changes are applied.
Processes a high volume of data entry (e.g., drug and alcohol test results); Reviews documentation to ensure accuracy of the collection and address errors or anomalies promptly; Follows-up promptly and consistently on missing documentation from mobile collectors and/or clinic collectors until received; Conducts daily, weekly and monthly reconciliation to account for all test results and associated documentation, and prepares statistical reports ; Monitors and follows-up on Collector calibration logs on a monthly basis.
Prepares employee case files, communications and letters using established department templates.

Responds to requests for rehire eligibility;.

responds to new employer inquiries as authorized by the former employee’s signed authorizations, Monitors emergency Message Center reports on a daily basis for critical incidents requiring Employee Assistance Program (EAP) services, or post-accident testing and alerts the Advisor(s) or Manager promptly for action.
Tracks and monitors receipt of required hiring documentation from Staffing department (i.e., Background Check documents, Policy Acknowledgment forms, and Applicant Clinic Instructions Acknowledgment forms) for CMV drivers; Follows-up on missing documentation and updates logs and stores records for record maintenance; Complies with internal department audits as requested.
Monitors DOT retention schedules of test records and makes recommendations to department manager for record purges following record retention schedules; Updates clinic listings and distributes testing forms to collection clinics; Supports department and Company records retention processes.
Performs other duties as assigned (no more than 5% of duties).
QualificationsEducation
H.S.

Diploma/GED High School Diploma or General Educational Development (GED) high school equivalency credential.

Required
Associate’s Degree In Human Resources or related field.

Preferred Experience
3 Experience in a corporate office environment.

Required
3 Experience in Human Resources or equivalent field (e.g., experience with DOT-regulated drug and alcohol testing programs).
