VP of Acquisitions and Procurement – Remote

The Head of Acquisitions and Procurement leads all acquisition and procurement efforts for the Center for Internet Security (CIS).

The position reports to the Executive Director in charge of Project and Procurement Services (PPS).

You will be responsible for coordinating the planning and overseeing the execution of all contracted support for both complex systems and services as well as commodity purchases.

You’ll leads or participate in the planning of key CIS strategic initiatives that may rely on contracted support.

You will ensure that an acquisition or procurement strategy is developed and coordinated with key stakeholders.

This role collaborates with appropriate CIS business leaders and program managers and oversees the development and execution of product and/or service solicitations.

This includes developing RFI’s, RFP’s, RFQ’s, and responses to grant notices; evaluating proposals from bidders; and negotiating final contracts, including price negotiations.

Your actions enable CIS business units to acquire the products and services that will meet CIS mission needs.

What Youll Do

  • Development of strategies for CIS acquisitions and procurement
  • Development and coordination of complex RFPs/RFQs across CIS
  • Overseeing the evaluation of complex proposals and negotiations with vendors/contractors
  • Creation of company-wide acquisition templates and best practices
  • Assembling the talent, tools, and processes to building of an Acquisitions Center of Excellence (CoE)
  • Identification, tracking, and realization of acquisition and procurement cost-saving and cost-reduction opportunities
  • Leading CIS proposals for business opportunities and grants
  • Management of staff in (and across) sourcing, contracting, transactional purchasing, supplier management, and miscellaneous internal procurement support activities
  • Development of acquisition and procurement staff, including training, development, and mentoring
  • Leadership of cross-functional teams
  • Budget and cost management
  • Development of benchmarks and scorecards to be used for continuous improvement

What Youll Need

  • At least 15 years’ experience in leading large-scale acquisition efforts
  • Solid operational management and general business skills
  • In-depth knowledge of sourcing and procurement principles and best practices
  • Demonstrated strong negotiation skills on large commercial deals
  • Knowledge of enterprise risk management
  • Familiarity with relevant legislative and regulatory requirements, including federal and state procurement practices, as well as understanding of standard contractual terms and conditions
  • Knowledge of finance and accounting processes for budgeting, cost projection, cost management, financial accounting, and risk management
  • Ability to run acquisitions and procurement as a service
  • Team player at executive levels with demonstrated ability to collaborate with line business units and functional partners such as IT, Finance, HR, and Legal
  • Strong communication and leadership skills, strategic mindset, and problem-solving skills
  • Bachelor’s degree in a related field of expertise*
  • Must be authorized to work in the United States
  • Full COVID-19 vaccination may be required 

Its a Plus if You Have:

  • Master’s degree in engineering, computer science, business, or a related field
  • Non-for-profit procurement experience

*Additional years of relevant experience or a combination of an Associate’s degree or equivalent and relevant experience may be substituted for the Bachelor’s degree.
