Northrop Grumman Defense Systems is seeking an experienced Principal/Senior Principal Supply Chain Subcontractor Specialist to join our team to perform subcontract management duties on production as well as development/R&D efforts for complex systems, components and parts.
Responsibilities will include, but are not limited to:
• Negotiate and administer multiple subcontract types, to include but not limited to Firm Fixed Price, Cost Reimbursement, Time and Materials
• Managing complex subcontracts, including those with Spec/SOW-driven requirements and other specific procurements, as required
• Preparing and releasing Requests for Proposals (RFPs), receiving, analyzing and evaluating proposals
• Selecting or recommending subcontractors
• Perform cost and price analysis
• Negotiating price, delivery and terms and conditions commensurate with program expectations
• Monitor and report cost, schedule and status of subcontractors and recommend or implement supplier corrective actions as necessary
• Prepare compliant procurement documentation in accordance with established company, customer and government regulations
• Perform subcontract close out
• Work closely with Program Office, Mission Assurance, and Engineering representatives to define and implement procurement strategies.
This position may be filled as a Principal Supply Chain Subcontractor Specialist (Level 3), or as a Sr.
Principal Supply Chain Subcontractor Specialist Level 4).
Basic qualifications for each level are listed below.
Qualifications
Basic Qualifications for a Principal (Level 3) are:
•Bachelor’s degree in Business, Engineering, or other related field.
• Minimum of six (6) years of related experience in supply chain, contracts, or similar field.
• Must have a current/active Secret clearance or higher that has been issued or adjudicated within the past five (5) years.
• Experience and understanding of US Government Procurement regulations (ie: FAR, DFAR).
• Proven experience in negotiating contracts and sub-contracts.
• Experience making presentations (verbal and/or written) to key stakeholders.
• Demonstrated experience in managing suppliers or projects (cost targets, schedules and hardware/data deliverables, etc.).
• Demonstrated problem solving skills.
• Experience with root cause corrective action (RCCA).
• Experience with import/export regulations (ITAR/EAR).
• Advanced proficiency in desktop computing tools (MS Excel, MS Word, MS PowerPoint, MS Project).
• Ability and willingness to travel to supplier facilities to participate in meetings and to resolve subcontract/program issues on-site, as needed.
**Note: Security clearance is not required but should have ability to obtain one.

Principal (Level 4) are:
•Bachelor’s degree in Business, Engineering, or other related field.
• Minimum of ten (10) years of related experience in supply chain, contracts, or similar field.
• Must have a current/active Secret clearance or higher that has been issued or adjudicated within the past five (5) years.
• Experience and understanding of US Government Procurement regulations (ie: FAR, DFAR).
• Proven experience in negotiating contracts and sub-contracts.
• Experience making presentations (verbal and/or written) to key stakeholders.
• Demonstrated experience in managing suppliers or projects (cost targets, schedules and hardware/data deliverables, etc.).
• Demonstrated problem solving skills.

Preferred Qualifications:
• Current/active Secret clearance or higher.
• Experience generating and negotiating Long Term Agreements, Teaming Agreements and other related agreements.
• Proven ability to work multiple tasks with competing priorities in a fast-paced environment.
• Excellent business acumen and demonstrated ability to make business based decisions.
• Experience managing supplier relationships and cross
– functional teams.
