The SS Program Chief Engineer has the responsibility of ensuring the technical integrity and successful execution of a large Intelligence, Surveillance and Reconnaissance Communications (ISRC) Electro-Optical/Infrared (EO/IR) Program, including IRAD and related pursuits.
This position reports to the Program Manager and interfaces directly with customers across all phases of the program lifecycle.
Internal to the program, the Chief Engineer will interface with the product teams.
External to the program, this position interfaces with the Program Area Chief Engineer, Business Area Chief Engineer and Functional Managers as well as non-engineering organizations such as finance, operations, supply chain, contracts and mission assurance.
The Chief Engineer will:* Define and develop EO/IR systems and payload architectures* Provide technical leadership in EO/IR architecture definition and trade studies* Provides technical leadership and oversight of the entire EO/IR product life cycle development activities , including: requirements development, allocation, verification and analysis; hardware and software design and development; system level integration, validation and verification and interface definition; algorithm development; CONOPS development; and Monitor performance through technical performance measures* Experience in Optical engineering and design integration – interpreting sensor/payload/mission requirements and decomposing to design requirements and verification techniques* Lead system test preparation, execution, troubleshooting, and verification* Mentor the program junior engineers and review their work for quality* Maintain technical baseline control within fixed cost and schedule constraints* Act as the bridge between program management and technical staff* Foster culture in-line with high performance and cohesive teams necessary to meet the technical, schedule and cost challenges* Lead Configuration Control Board, Engineering Review Board, Failure Review Board, Risk and Opportunity Review Boards* Identify engineering resource gaps Required Skills:* 12+ years prior relevant experience* Experience as Chief Engineer on a large EO/IR space program or another role providing technical leadership to a large engineering team* Experience providing technical leadership throughout the entire space product life cycle* Experience in proposal development including creations of Basis-of-Estimates* Experience in development (design, fabrication, integration & test) of high reliability EO/IR space products* Experience in leading design reviews (e.g.
System Requirements Review, Preliminary Design Review, Critical Design Review) and establishing technical baseline* Experience with the technical review and approval of proposals and Gates to ensure technical and execution feasibility* Experience with system or subsystem level Integration, Verification and Validation (IV&V)* Experience with identifying critical staffing resources to update staffing plans to address technical development areas* Experience with developing and presenting technical briefings to the customer and company leadership* Experience effectively leading teams of technical experts to resolve challenging technical problems* Experience identifying engineering resources needed to get required engineering work product requirements done (people, processes, facilities & tools)* Experience establishing and maintaining working relationship with all levels of the organization, including customers, users, and other peer groups* Active SSBI* U.S.

Dynamic, Vibration, EMI, Thermal Vacuum)* STE design, testing or operation* FPGA design and development* Software integration and test, configuration management* Working with operations staff, sub-contractors, team members and customers* Familiarity with cost and schedule management using a government approved Earned Value Management System* Integrated Product Team Lead (IPTL) or line engineering management experience* Proposal management, from initial pursuit and capture planning to proposal delivery Required Education: Bachelor’s degree in Engineering, Math, Science or related STEM degree *U.S.
