SoCalGas: Technical Advisor I – Regulatory Strategy

DescriptionThis position will support the Impact Analysis for new federal Pipeline regulations, starting with the Gas Safety Transmission Rule (GTSR) Part 2.

In particular, this position will work to understand the uncertainty associated with the current rule language and work in conjunction with other teams (e.G., Transmission Integrity Management Program (TIMP), Corrosion, etc.) to support the efforts around developing program cost estimates.

In addition, this position may also support ongoing efforts to create material summarizing and providing more context around new and proposed PHMSA regulations.

Finally, this position requires the ability to articulate complex regulatory and legislative issues to various stakeholders, and synthesize/analyze information from various sources, including written text and numerical data from spreadsheets and databases.Job Duties* Conducts technical analysis on new and proposed regulations and legislation to determine impacts to SoCalGas* Provides technical assistance to business clients through the support of programs, technology and strategic applications within the context of new and proposed regulations and legislation.* Evaluates new technologies, business changes, materials, and equipment as appropriate.* Plans and coordinates project implementation and hand off to business clients.* Serves as a consultant and project leader on special teams, utilizing individual skills and teamwork to resolve issues.* Prepares supporting documentation for CPUC and other government agencies* concerning cost estimates and other related matters.* Performs other duties as assigned (no more than 5% of duties).Qualifications* HS Diploma or GED required.* Requires a minimum of 4 years of experience and specialized knowledge specific to the area of expertise.

Familiarity with Gas Storage and Gas Facilities structures and activities.* Collaborative work style and experience working in a highly matrixed structure.* Demonstrated ability to manage multiple issues and projects concurrently, develop and implement work plans, and consistently meet deadlines.* Must have the ability to quickly forge new business relationships with external and internal contacts.* Proficiency in gathering analyzing data to develop sound, logical, alternative solutions to existing operations.* Must be able to manage, coordinate and plan several projects simultaneously.* Must have effective oral and written communication skills to develop and present technical information to diverse audiences.* Ability to work independently and in a team environment.* Must have the ability to develop and interpret numerical information/data using spreadsheets and database tools.* Ability to work with various databases that contain pipeline asset data (Maximo, HPPD, etc.) to produce reports.* Must have the ability to review and prepare cost estimates for new work from past data.* Deals effectively with ambiguity, has good business sense, highly innovative and creative, demonstrates analytical abilities and high standards for performance and improvement.Equal Opportunity Employer Minorities/Women/Protected Veterans/Disabled
