SoCalGas: Cost Engineering Advisor

Primary PurposeThe Project Controls (PC) Cost Engineering Advisor will provide critical support to PSEP Project Management Organization (PMO), Engineering, Procurement, and Construction Team for projects up to $100MM.

The PC Cost Engineering objective is to optimize availability and minimize costs through developing and managing projects utilizing the Capital Value Process.

Project Controls provides key assurance linkage to management, develops project control strategies and plans around estimating, cost control, risk management, change management, forecasting, and fiscal reporting for projects.Duties and ResponsibilitiesActively communicate with Portfolio and Project Managers, all expenditures against budget, estimate at completion (Forecast), total incurred cost estimates, and risk to project deliverables.Properly ensure all costs are accounted during the project life cycle.Work closely with Project Managers to review project financial status, identify deviations from planned performance, and advise concerning budgeting corrections.Report capital and OM results to project engineers and managers to identify any required course corrections and ensure successful financial performance.Provide analysis on capital and OM projects to project trends concerning cost and schedule.Provide strategic direction and coaching on, cost engineering, controls and reporting processes, oversight of direct/indirect costs, budgets and allocations.Develop and implement reporting and control tools.Maintain all cost related activities in the project’s cost control system, create and maintain project budgets in form of Work Order Authorizations (WOA), and work closely with project scheduler and sub-contractors to ensure accurate reporting.Understand the accrual process and apply them to monthly forecast projections.Organizing and tracking of documents as they go through the approval process, make sure signed forms are gathered and saved for auditing purposes.Recognize historical trends and provide predictive forecasting for projects; monitor and modify cashflow projections for PSEP projects.Ensure development of appropriate control budgets and monitor costs within stages for entire project/program through close out.Link the change management process with latest estimate, schedule, communicate outcomes, and make appropriate changes as needed.Understand scheduling processes, know the critical path of a project through the schedule, the ability to read and understand the schedule and know project stages and milestones.Performs other duties as assigned (no more than 5% of duties).EducationBachelor’s Degree Engineering, construction management, another relevant discipline or equivalent experience.

RequiredExperience5+ years of relevant Project Controls experience on large-scale construction projects.

RequiredExperience in the natural gas utility.

PreferredExperience working with natural gas pipeline projects.

PreferredSkills and AbilitiesRequires knowledge and experience of Project Management principles and Project Control Cycles.Requires ability to identify the project risks as well as develop mitigation measures to the Project Management team.Understanding of Total Cost Management (TCM) techniques and principles, including ability to handle and prioritize multiple projects concurrently.Support overlapping project tasks, issue management, meeting facilitation, document control and monthly status reporting to the Project Management Team.Must be able to prepare written communications on technical and non-technical matters for various levels of management.Must clearly and concisely be capable of presenting project trends and forecast performance reports to management and to make recommendations on strategies to resolve project issues is required.Must possess the ability to effectively interact with various departments to maintain open lines of communication.Must be able to review contractor programs for compliance with contract documents.Must be highly proficient in Microsoft Excel and Word software.Understand industry and safety standards.Computer skills, cost software, and Microsoft Office are required.Licenses and CertificationsAACE Certification as a Cost Professional.
