Including but not limited to GIS editing and compliance application support, GIS solutions, and reporting.
The Business System Analyst I/II/Sr position will assist with requirement gathering, technical writing, application testing, and perform spatial analysis to meet the business objectives and goals.
Assist with the data request, and other GIS activities or solutions.
Provide first and second level support to end users for supported software applications.Job Duties and Responsibilities:Provide GIS analysis supporting operations, compliance, and business initiatives.Conduct effective interviews with other business clients to determine their GIS application solutions or computer system requirements, expectations, or analysis needs.
Translate the requirements accurately to systems definition.
Provide accurate, timely review of project progress with users.
Provide support for project management activities.Analyze user requirements, develop specifications, testing process and coordinate implementation of Geographic Information Systems (GIS) of medium complexity or size.
Develop plans, specifications, and detailed systems descriptions for GIS applications.
Conduct audits on the design, implementation and operation of GIS applications and their enhancements.
Recommend and initiate appropriate action.Estimate feasibility, scope and cost of proposed GIS systems, applications, or enhancements.
Participate in setting priorities for development work.Provide technical consultation in resolving GIS application issues.
May be assigned to function as a user specialist in one or more systems or applications.
Conduct user training to assure proper operation of technology solutions.Plan for and coordinate with information services personnel regarding systems modifications, and workstation installations and modifications; evaluate and plan for effects on the systems; plan and request software changes.
Administer maintenance contracts for non-standard information services computer equipment.
Responsible for specifications, installation, support, and problem resolution of computer systems.Develop standards / specifications and systems testing for acceptance of a new GIS applications or enhancements.Perform planning and system life-cycle activities.
Recommend short-term and long-term resolutions and requirements for existing and/or new GIS applications; participate in the development and documentation of procedures related to these systems.
Keep informed of new developments in GIS concepts and technologies.Perform EGIS mobile and portal application testing and manage defect logging and tracking.May be required to work nonstandard days, shifts, and off hours.
May travel to other locations to resolve problems and support end user needs.Knowledge of monitoring tools and dashboards, including Splunk, ServiceNow, and MS Power BI.Perform other duties as assigned.NOTE: This position will be filled at the appropriate level based on the experience of the selected candidate, final scope of job responsibilities, and job requirements.Required Education, Certifications, Licenses and Experience:For Business Systems Analyst Senior:Bachelor’s degree in Business Administration, Computer Science, Mathematics, Engineering, Geography, Geographic Information Systems, or related field of study is required.
Equivalent work experience / training in related field may be substituted for degree.Master’s degree in Geographic Information Systems (GIS) is preferred.5+ years of experience in the use of GIS applications such as ArcMap, Arc Catalog, and a thorough knowledge of GIS activities or equivalent training and/or experience is required.Experience in the use of computer systems & AutoCAD Basic.Knowledge of relational database system (i.E., SQL, Oracle, and Access) is strongly preferred.Experience in customer service and Information Technology methodologies.Must have thorough knowledge of customer service protocols, activities, and ticketing systems.Experience in Help Desk support is preferred.Experience with batch, Power Shell scripting, and Python.Ability to serve as liaison between business unit employees and Information Technology developers to transform business objectives into Information Technology solutions.Strong computer skills are required to demonstrate competency in company supported desktop software (i.E., Microsoft O365 Products including Project, PowerPoint, and Visio).Experience with requirements gathering, writing specifications, reporting, mapping, and initiating process flow is preferred.Project Management experience and / or certification is preferred.Certificate in business or information technology is preferred.For Business Systems Analyst II:Bachelor’s degree in Business Administration, Computer Science, Mathematics, Engineering, Geography, Geographic Information Systems, or related field of study is required.
