Senior Subcontract Administrator

Capgemini Government Solutions (CGS) LLC is seeking highlymotivated Senior Subcontract Administrator to join our team to support our government clients.The successful applicant will be responsible for cradle-to-grave management of the subcontract procurement process: from supporting business development selection of teammates during prime proposal submissions, through solicitation of proposals, drafting and negotiating subcontracts, review of invoices and closeout.

Job Responsibilities

As a Senior Subcontract Administrator, you will:

  • Need full knowledge of U.S. Government contracting laws, regulations (FAR, DFARS, etc.), and government acquisition process
  • Prepare CPSR compliant subcontract documentation (to include in-depth price/cost analysis) in accordance with Public Law, FAR, and DFARS.
  • Build and maintain relationships with internal and external clients
  • Prepare and manage subcontract RFQs for acquisitions
  • Manage subcontractor performance against contractual commitments to ensure cost, schedule and performance objectives are met, and compliance with terms and conditions is achieved and provide performance feedback to internal and external stakeholders and escalate ongoing performance concerns to internal and external leadership as appropriate
  • Review and approve payment of subcontract invoices in partnership with accounting and program management
  • Develop, negotiate, and administer subcontracts and task orders for services (labor) thereunder that appropriately reflect the prime contract, provide protections to the company, and achieve company’s objectives efficiently and economically, including appropriate reviews and approvals with technical, operational, financial or legal stakeholders and experts, to support federal client contracts.
  • Participate in project/program planning activities as needed, representing third party procurements and subcontracting processes
  • Support business development and proposal teams in selecting and negotiating with potential subcontracts
  • Assess and determine the appropriate terms and conditions, including customer flow-down provisions
  • Perform subcontract close-out activities
  • Ensure that all subcontract transactions are in accordance with the company’s procurement policies and processes, and applicable U.S. Government regulations
  • Work with the full range of subcontract types to include, but not limited to, T&M/LH, FFP, and Cost Reimbursable
  • Be able to think independently when developing and documenting source selection and price/cost reasonableness
  • Know when to escalate to management for conflict resolution of terms and conditions when necessary.
  • Suggest improvements to the subcontracts processes and strategies, as needed
  • Be flexible to multi-task, meet deadlines, and set priorities in a fast-paced environment with minimal supervision
  • Handle multiple concurrent work streams while producing high quality output
  • Perform market research and develops potential suppliers using Sources Sought announcements, Requests for Information (RFI), Make/Buy analysis, and other method
  • Act as the focal point with program leadership, legal, finance, and other departments regarding subcontract requirements

Required Qualifications

  • Must have at least 5-7 years of subcontract experience with at least 5 of those years directly related to CPSR experience
  • Bachelor’s Degree
  • Working knowledge of Microsoft Office and Adobe

Nice to have skills/qualifications

  • U.S. Citizenship is required
  • Eligible to obtain and maintain a Government Security Clearance
  • Certification in Government Contracting is desired
  • Unison CLM experience is a plus
  • Current NCMA or related professional organizational membership is a plus
  • Experience/knowledge with GSA subcontract reporting (e.g. ISR, SSR, SAM Service Contract Reporting, etc.)
  • Experience/knowledge with DCMA Small Business Subcontracting Review, GSA IOA Contractor Assessments, and Incurred Cost Submissions
  • Prepare, review, and negotiate non-disclosure and teaming agreements
