The Boeing Defense, Space and Security (BDS), Ground Development and Mission Operations Division, is seeking a Senior Ground Segment Chief Engineer (Level 5) to join our team located Colorado Springs, CO, El Segundo, CA or Washington, DC. The successful candidate can work in any of those locations with possible travel to the other sites including Kent, WA.  Our team creates the software tools and services for the world’s highest performing satellite/ground systems for USG and Commercial customers. We work with space customers in the development of the next-generation ground systems for all types of space missions including communication, precision timing and navigation, remote sensing, space control and exploration. Position Overview: The Senior Ground Segment Chief Engineer will be a part of a high-performing program team that is engaged in a key USG proprietary space program. The position is responsible for and has ownership of the Ground Segment Architecture and Design ensuring performance, interfaces, and functional system needs are met.  The position leads ground architecture design by engaging with other segments of the program, such as Systems Engineering, Integration and Test (SEIT), Satellite Segment, Launch Segment, Mission Segment, and Communications Segment. The program is organized by Integrated Product Teams working together to launch a rapidly developed and integrated new satellite/ground system with resiliency, exceptional mission performance, extensibility, scalability, and flexibility. The program is using Models Based System Engineering (MBSE) for requirements definition and design.  Satellite and Ground Segment requirements and design is performed through Use Cases, Context Diagrams, and Activity Diagrams.  Boeing design standards and processes assure traceability, complete end to end system verification, day in the life system validation, configuration management and change control.  We develop and deliver first time quality systems that are operable and maintainable. The position is also expected to support ground division business unit efforts outside the program including but not limited to new business strategy, market assessments, IRD investment planning, COTS products, re-use of other Boeing ground products, and proposal activities.  We are seeking an engineer/leader who can establish and maintain customer relationships as well as partnerships with stakeholders, peers, partners and direct reports. As a member of our team, you will have the opportunity to support the entire Ground Systems and Operations (GS&O) division of over 1,000 engineers. As a program Chief Engineer, you will be working with other Ground program Chief Engineers to develop common tools and create a library of ground segment products. Position Responsibilities: Flow down customer requirements to the System Spec and the Ground Segment Spec. Develop program’s Ground Segment conops, design and test plan using MBSE tools. Collaborate and support Ground interface definitions with the Space Segment and SEIT program teams. Define ground architecture e.g. elements (ground antenna’s, operations centers (C2, Mission Planning, Orbit Management products), launch sites, factory development and test sites, operations and support sites, cyber boundaries, and external interfaces to mission partners for tasking and dissemination). Support definition of Interface Control Documents (ICD’s), specifically Space to Ground, Launch to Ground, External Mission Partners, and Terrestrial Comm to Ground. Understand the Risk Management Framework domain and work with Cyber engineers on attaining Authority to Operate (ATO). Define Ground compute infrastructures; emphasis on Cloud-based technologies. Define and architect ground segment sell off approach including testing tools, laboratories, and simulators. Oversee ground suppliers statement of work and requirements specs definitions. Understand and work collaboratively with customer on their needs, goals, expectations, and sensitivities. Support development of new ground business strategies and planning activities. Support/lead proposal responses to other customers. Understand ground existing processes / products and offer / drive improvements for current and future processes / products. Understand and offer insight into development of long-term mission and architecture solutions. Improve team training, mentoring, and knowledge sharing of overarching system. Work Authorization: This position requires an active/current U.S. Security Clearance with a Tier 5 Investigation (T5), formerly known as a Single Scope Background Investigation (SSBI) that has been successfully completed by the federal government within the last 5 years or in a Continuous Evaluation/Continuous Vetting program for the T5/SSBI. (A U.S. Security Clearance that has been active in the past 24 months is considered active). Basic Qualifications (Required Skills/Experience): 10 years or more of experience designing, developing, testing or operating ground/satellite systems (commercial or USG). 5 years working with USG satellite or ground customer teams. 5 years using Models Based Systems Engineering (MBSE). Preferred Qualifications (Desired Skills/Experience): Experience with some or all of standard satellite ground functions such as command and control, mission planning, mission data processing, orbit management, situational awareness, automation, front end processors, ground antenna’s, crypto equipment, and terrestrial communication network. Experience working with Cameo MBSE tools. Experience in Agile Software Development. Experience in DevSecOps development. UCI, ESG, or OMS Enterprise Standards. Cloud (private or public) Infrastructure as a Service (IaaS). Experience with RMF ATO process. Experience working with software developers and engineers in teams of 10 or more. Experience working with satellite assembly and manufacturing or launch support teams. Typical Education & Experience: Education/experience typically acquired through advanced technical education from an accredited course of study in engineering, computer science, mathematics, physics or chemistry (e.g. Bachelor) and typically 14 or more years’ related work experience or an equivalent combination of technical education and experience (e.g. PhD+9 years’ related work experience, Master+12 years’ related work experience). In the USA, ABET accreditation is the preferred, although not required, accreditation standard. Travel: Ability to travel a 3-5 days/month to El Segundo, CA, Colorado Springs, CO, Kent, WA, or Washington, CD is desired.
