This position serves as the principal advisor to the Wing Commander as the Anti-Terrorism Officer and reports to the Mission Support Group Commander as the Defense Force Commander.

1.

Incumbent is the Wing Commander’s principal advisor in all law enforcement and physical security matters.

Enforces federal and assimilated state criminal and traffic laws, applicable regulations and administrative policies.

Provides protection at the air base against possible theft, unauthorized entry, espionage, sabotage, and subversion from both internal and external threats.

Performs analytical and evaluative duties related to the business of security.

Responsible for accomplishment of the wing physical security and law enforcement programs.

The DFC is on the Wing Commander’s staff and has access on security issues, policy and program development.

Manage a program comprised of a military and/or federal/state workforce involved in work which includes Air Force (AF) operations, assigning and directing security forces personnel in normal and emergency operations.

The incumbent supports established Department of Defense (DoD), AF, and ANG security programs.

Performs protective service work in guarding military buildings, personnel, and resources.

Serves as the Wing AT/FP Officer.

Required to direct installation measures needed to protect against internal and external threats of terrorism.

Exercises delegated authority by the Wing Commander to implement plans and protective measures to counter the threat, and for law enforcement initiatives and functions.

Plans and develops selective law enforcement operations to assure compliance with applicable laws and regulations.

Analyzes weaknesses identified during risk mitigation studies, and higher headquarters inspections of systematic security problems in order to modify and/or apply new theories and recommended solutions.

Ensures compliance with requirements for the protection of the command’s Protection Level 1-4 (PL 1-4) resources.

Compiles, summarizes, and analyzes information relating to crime prevention requirements; develops plans for approaches to satisfy the requirements and implements appropriate courses of action.

Plans, schedules, controls, and directs all unit functions.

Provides leadership and guidance ensuring unit functions meets all wartime readiness requirement.

Establishes unit goals that are the foundation for long and short range planning and execution of all internal programs.

Develops, implements and reviews policies, procedures, and methods for identifying and protecting information, personnel, property, facilities, operations, or material from unauthorized disclosure, misuse, theft, assault, vandalism, espionage, sabotage or loss.

Plans and advises on security and law enforcement issues.

Interprets DoD, AF, ANG and State guidelines, and advises on methods and procedures for application.

Evaluates overall effectiveness of the unit.

Initiates changes to improve services or meet new requirements.

Determines, formulates, and recommends budgetary, training, and organizational requirements, as well as all other support requirements.

MILITARY REQUIREMENTS: Compatible military grade and assignment required prior to the effective date of placement.

Selectee has 24 months to become qualified in a compatible military assignment.

Security Clearance/Background Check requirements:In order to comply with US DOD requirements and ensure the safety and security of the missions, programs, property and personnel of the Nebraska Military Department, employees must obtain the appropriate background investigation and maintain the level of security clearance assigned to their respective work.

Failure to obtain, within one year of appointment, and maintain the designated type of security clearance/background check required for the respective work may result in a job offer being rescinded, separations of employment, or other actions as may be deemed in the best interest of the agency.

GENERAL EXPERIENCE: To qualify for the GS-12 expert career level in the Security Administration Series GS-0080, the applicant must have least 36 months experience in the Security career field or intelligence career field to include technical training schools and drill-status working experience.

Security Forces and Intelligence training experiences are not required for individuals performing Chief of information Protection duties/responsibilities; Security Officer duties/responsibilities; or, Special Security Representative duties/responsibilities.

Competent in establishing metric and analysis systems to assess the program’s efficiencies and effectiveness.

Experiences include work that involved anticipating and planning for unexpected changes in system designs, equipment developments, or comparable aspects of various equivalent projects.

Experienced in evaluating requirements for additional resources and balancing organizational needs with mission requirements and resource interests.

Capable of identifying the program’s needs and priority changes and experienced in executing those changes as required with full control and monitoring skills.

Experiences included establishing review systems and procedures that ensured governmental information protection requirements were validated, enforced, monitored, and maintained.

Skilled in economically operating the Information Protection program to identify areas, activities, and tasks that need revisions and improvements.

Experienced in administrating guides and developed procedures that ensured the Wing’s Information Protection Staff employees and Security specialists executed converged, multi disciplined, and risk-based approaches to address assessments and self-disciplined reviews for Air Force supported and supporting missions and operations.

Competent and very capable in presenting briefs to senior leaders on Information Protection program’s business accomplishments, forecasted events, goals, objectives, and areas of concern.

Competent and very capable to read and write reports concerning the program’s business accomplishments, forecasted events, goals, objectives, and areas of concern.

Competent in presenting facts, written or orally, to defend and/or applaud the Wing, Major Command, and AF programs’ progress, priorities, interests, and discoveries.

Experienced in establishing a resource program that provided comprehensive information to the Wing Commander, Major Commands, and Air Force to support and address program cycle input.

Experiences include addressing questions concerning the allocation of resources and program work requirements that obtained necessary resources to affect Information Protection programs in the Wing.

Competence levels ensured Information Protection program requirements were considered and included in new or revised operational, technical, or administrative Wing programs, facility structures, or equipment changes.

Experiences included a wide-range of activities and responsibilities in monitoring and protecting Wing specific programs.

Education Air National Guard Officer: An undergraduate degree from an accredited college/university is mandatory.

The college degree work should include completed academic courses in sociology, criminology, police administration, criminal justice, or a related area.

A graduate degree from an accredited civilian academic college or from an equivalent professional military education school is optimum.

To qualify and retain the ANG Security Forces Squadron officer position, completion of the Air Force Security Force Officer Course is mandatory.

Higher Education Degrees are Allowed as Substitutions for specialized experiences in the seven organizational disciplines of Series GS-0080, Security Administration, as applicable.

CONDITIONS OF EMPLOYMENT & NOTES: 1.

The incumbent of this position description must have, at a minimum, a completed Top Secret clearance.

2.

This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968.

An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

3.

May occasionally be directed to work other than normal duty hours.

4.

This position may be designated mission essential based on local conditions.

Mission essential personnel report for duty at normal times when the unit is closed or delayed reporting, and remain on duty during phased or early release.

5.

May require travel in military and/or commercial aircraft to perform temporary duty assignments.

6.

The work may require the incumbent to drive a motor vehicle; if so, an appropriate valid driver’s license is mandatory.

7.

Maintains weapons qualifications commensurate with a 31PX series Air Force Specialty Code.

8.

The position is designated for drug testing.

Must successfully complete the military approved Level II Anti-terrorism Training Course within first 90 days of appointment to the applicable position description.
