*JOB SUMMARY:*
Under the direction of the Sr. Director, Contracts Compliance & Quality Assurance the Quality Assurance Analyst (QAA) has multiple responsibilities to ensure that the contract quality and compliance of the Weingart Center/Programs Department are met.
*ESSENTIAL FUNCTIONS INCLUDE*, but are not limited to the following:
* Assist with the oversight of program compliance including programmatic participant/client file review of all Weingart Center programs.
* Review all program participant/client files to ensure they are in compliance with program and funder requirements.
* Conduct department internal reviews that are vital to support program goals and achieve compliance in order to position the Center for future funding opportunities and partnerships.
* Conducts on site in-depth reviews or desk reviews of WCA residential and non-residential programs to ascertain compliance with federal, state and program requirements.
* Monitors program operational and internal control systems to ensure adequacy and compliance with funding regulations.
* Compiles monitoring findings and communicates results and recommendations for improvements to systems and procedures.
* Provides training and related technical assistance to WCA program staff through reviews, workshops, correspondence, and telephone contact as needed.
* Prepares and reviews monitoring reports which addresses updated status of project performance including compliance and non-compliance of findings.
* Prepares other reports as necessary, including management reports, and monthly summaries.
* Maintains contract files and correspondence.
* Assists in defining monitoring issues by researching the topic through interviews, document reviews, prior audit findings, and other research techniques.
* Assists in developing monitoring objectives to ensure compliance with city, federal, state and program requirements.
* Tracks monitoring and audit information on department databases. Helps identify scope and frequency of project reviews with Sr. Director.
* Assists Sr. Director in developing and evaluating monitoring tools, checklists, programs, and objectives.
* Assists Sr. Director in developing and improving policy, and standard operating procedures. Recommends changes in procedures and presents justification for recommendations.
* Research legal, technical or policy issues as needed. Attend internal and external meetings as assigned and directed by the Sr. Director.
* Other duties as assigned by Sr. Director.
* Use HMIS reports to regularly evaluate and validate program performance and assist staff in their use of HMIS.
*EDUCATION/TRAINING AND EXPERIENCE*:
* _AA required; BA preferred_ _Minimum of 2 years’ experience in working with government contracts _ _Minimum of 2 years’ experience with social service program development, contract compliance and direct client services._
* _Experience in the delivery of social services to homeless and/or low-income individuals._ _Demonstrated abilities in management of multiple projects and priorities essential._
* Excellent analytical skills.
* The ability to manage multiple projects simultaneously. Exhibits professional manner when interfacing with professional staff, WCA visitors, contractors, vendors and programs and services providers.
* Intermediate or advanced level understanding of computer software programs, specifically Microsoft Office (Word, Excel, Access, Power Point and Outlook) and the internet as well as working knowledge of HMIS system.
* Review documents for completeness, accuracy, authorization and regulatory and procedural compliance.
* Analyze compliance problems and recommend solutions.
* Work well under pressure to meet inflexible deadlines.
* Communicate effectively both orally and in writing using correct, standard rules of English.
* Write and present reports.
* Maintain accurate records and files.
* Work independently and exercise initiative and sound judgment.

Must be fully vaccinated against COVID-19 as defined by the CDC. Mandatory mask mandate in place, continued social distancing, limited physical in-person meetings, extra care goes into ensuring safe, sanitized workspace. Temperature screenings upon arrival into any facility.
