Description

The Project Engineer
– Los Angeles Refinery manages a portfolio of multiple projects, from conceptual design to startup, in a safe and efficient manner and ensures assigned projects are managed and executed in a safe, expedient, and cost-effective manner while delivering to the refinery a finished product that is functional and safe to operate and maintain

Responsibilities May Include

Demonstrating commitment to the workplace safety and health of employees and contractors through personal engagement and sound decisions

Managing multiple projects ranging from $10M up to $10+MM in total installed cost

Preparing all necessary documentation for funding requests consistent with corporate requirements

Ensuring compliance with all applicable government codes and regulations, corporate engineering practices, and corporate safety policies

Facilitating engineering support, including procurement, for project construction and start-up

Facilitating development of procedures and operator training for implementation of new projects

Facilitating completion of management of change for all assigned projects

Estimating project cost and scheduling in addition to soliciting and obtaining capital project funding approvals

Preparing routine plans, specifications, and bills of material used in maintenance and construction projects

Monitoring expense of projects to control costs and remain within prescribed budget

Meeting all project reporting requirements including monthly summary, annual forecast, and monthly cash flow

Ensuring project drawings are completed and kept up-to-date and that projects are closed out in accordance with company accounting and documentation policies

Position Requirements

Basic/Required:

Legally authorized to work in the job posting country

Bachelor’s Degree in Engineering

3 or more years of experience as a project engineer in a petroleum refining or petrochemical related industry

Possess a valid Driver’s License

Travel up to 5% of the time

Wear fire retardant clothing and personal protective equipment (such as steel-toe shoes, ear and eye protection)

Maintain your face daily so that a respirator/face mask can seal properly (some examples include being free of facial hair and/or clean shaven)

Willing and able to obtain a Transportation Worker Identification Card (TWIC).

Preferred:

6 or more years of experience as a project engineer managing multiple projects in a petroleum refining or petrochemical facility

1 or more years of experience with projects up to $75M

Familiarity with the FEL process

Demonstrated strong technical competence

Demonstrated skills in Scope, Contract Development and Contracting Strategy

Strong written and oral communication skills

Ability to perform tasks in the following MS Office applications (Outlook, Word, Excel, PowerPoint, MS Project)

Knowledge of Process Flow Diagrams or P&ID’s, 3D PDS modeling, equipment design, HAZOP reviews, electrical/instrument designs, DCS/ESD and engineering support for detailed cost estimates

Construction field engineering experience, and /or Engineering/Procurement/Construction (EPC) bidding experience

Proficient with SAP

Work safely near large, hot, high-speed machines

Climb ladders and stairs up to 200 feet in height

Work around chemicals, including acids and bases

Work around hydrocarbons under high pressure and heat

The Los Angeles Refinery consists of two linked facilities located five miles apart in Carson and Wilmington, California.

The Carson facility processes crude oil, and the Wilmington facility upgrades the intermediate products to finished products.

The facilities include crude distillation, naphtha reforming, fluid catalytic cracking, alkylation, hydrocracking and delayed coking units.

The refinery processes mainly heavy, high-sulfur crude oil.

It receives domestic crude oil by pipeline from California, Canadian crude via rail, and both foreign and domestic crude oil by tanker through a third-party terminal in the Port of Long Beach.

The refinery produces a high percentage of transportation fuels.

The refinery produces CARB-grade gasoline.

Other products include petroleum coke.

Refined products are distributed to California, Nevada and Arizona by pipeline and truck.
