Program Budget Analyst – UASPO – 37081

Position Summary Under general supervision the budget program analyst will provide planning and programmatic support including requirements analysis, cost/schedule analysis and recommendations for the Endurance Unmanned Aircraft System (EUAS) Product Office.

This position will support the PEO Aviation UAS Program Office in Huntsville, AL.

The Army PEO Aviation designs, develops, delivers, and supports advanced aviation capabilities.

Duties and Responsibilities Conducts analysis in support of programming and planning of Army programs.

Analyzes budget data associated with type of appropriation and creates charts/graphs to support recommendations on best use of a program’s budget.

Required to analyze programmatic data affecting the fielding and support of Product Systems; perform requirements analysis; provide input to studies and decision briefs; provide requirements expertise and inputs to working groups and review boards; and prepare reports and briefings.

Responsible for integrating technical and logistical input with future budget planning; to include the Program Objective Memorandum (POM) Cycle and P/R Form preparation.

Prepares input to technical reports, status reports, letters, contract reports and formal briefings on analysis findings.

Assists in reviewing contract performance and supporting solutions to improved contract execution.

Analyzes program to determine requirements, tracks program process and control.

Analyzes the impact or potential impact of missed or inadequate deliverables on program accomplishment.

Assists in formulating and enforcing work standards, assigning contractor schedules, reviewing work discrepancies, supervising contractor personnel and communicating policies, purposes, and goals of the organization to subordinates.

Draft program documentation to support activities to higher-level management.

Reviews and tracks performance metrics.

Performs additional duties and responsibilities as assigned.

Education and Experience Must have GFEBS experience as well as experience with various Army appropriations, specifically RDTE, APA, and OMA.

Extensive OMA experience is a plus.

Bachelor’s degree in business management or a related discipline plus 6 to 8 years relevant work experience.

Master’s degree preferred.

In some cases, educational requirements may be adjusted or waived for comparable work experience.

Work experience may be adjusted based on education, or highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data.

Experience in Army Aviation, Acquisition, or Force Management is preferred.

Knowledge, Skills, Abilities Must be knowledgeable of DOD 5000.2, PPBE, and JCIDS processes Must be knowledgeable of Army POM development, Strategic Portfolio Analysis and Review (SPAR) processes, and Army Budget processes.

Familiar with Army budget/programmatic databases such as cPROBE, PMRT/CCaR, and AE2S.

Effective customer and organizational level communication, presentation and interpersonal skills.

Provide administrative/technical support to conferences, briefings, meetings, working groups, and integrated product teams (IPTs).

Knowledge of Microsoft Office suite programs, MS Word, Excel, Sharepoint, and PowerPoint.

US Citizenship and DOD Secret clearance is required with eligibility for a TS/SCI after hire.
