As a Management and Program Analyst you will be responsible for planning, analyzing, evaluating, and improving the effectiveness of administrative operations and operating programs. You will be involved in the design, development and implementation of solutions aimed at supporting program areas within a business unit.As a Management and Program Analyst you will:* Develop and interpret guidance on program planning, execution, and evaluation.* Prepare directives, issuances, memoranda, policy statements, legislative proposals, and other written guidelines to introduce new initiatives.* Recommend effective operations consistent with policies and objectives.* Develop long-range program plans, goals, objectives, and milestones.* Identify ways to resolve or address issues which directly affect the accomplishment of principal program goals and objectives.* Research new or improved business and management practices for application to operating and administrative programs.* Use a variety of software, such as SQL Management Studio, SharePoint Designer and Visual Basic for Applications (VBA), to assist in the management, maintenance and development of processes and solutions consistent with policies and objectives.* May work with computer programming languages such as .Net, JavaScript, JQuery and C# to support the Taxpayer Registry, and other assigned programs.* Communicate orally and in writing with internal and external stakeholders.WHERE CAN I FIND OUT MORE ABOUT OTHER IRS CAREERS? Specialized experience for this position includes: Experience leading major project initiatives that required a wide range of evaluative and analytical methods and techniques. Experience with a wide range of laws, policies, regulations, and precedents to prepare recommendations affecting program execution, evaluate new or modified legislation for potential impact upon agency operations and adapt basic legislation into program goals. Oral and written communication techniques to present findings, negotiate solutions to disputed recommendations, prepare directives, policy statements, legislative proposals, and other written guidelines to introduce new initiatives and recommendations. Experience with data systems (for example, Compliance Data Warehouse, Datamart, IPM, BMF, IMF), and data flows for data to be extracted, transformed and loaded. Experience with programming. Experience using data for analysis and developing solutions or applications that can be used for evaluating and administering projects, solutions and processes. Experience with software programs or tools such as Access, SQL Server database, SQL Management Studio; Microsoft InfoPath to develop customized forms for use with SharePoint, and SharePoint Designer to create customized tools, forms and reports. Experience administering SharePoint sites and permissions, SharePoint out-of-the-box capabilities and techniques (i.e., Business Connectivity Services; Excel Services; InfoPath; SharePoint views, lists, libraries) for designing, developing and implementing solutions to improve programs and processes.* The experience may have been gained in the public sector, private sector or Volunteer Service.
