The primary purpose of this position is to research, develop, and recommend new and innovative corporate policies, practices, and processes for the management of the PEO.

Provides executive support in the analysis and collaboration of workforce measurement data across the portfolio.

Responsibilities Assesses the organization to determine short-range and long-range functional manning requirements.

Routinely reviews, updates and implements manpower updates for the organizational work breakdown structures Represents the organization with a variety of installation and functional area organizations Briefs representatives and personnel of directorate organizations for the purposes of explaining manpower, ATAAPS, DTS, or customer service issues, soliciting support, and encouraging feedback and suggestions to improve customer service and position authorization management Evaluates and recommends programs to achieve strategic goals and objectives Requirements Conditions of Employment Qualifications Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems.

Examples of specialized experience includes knowledge of Industrial Security Program management and operating procedures and formulating and managing supplemental security training, meetings, and aids to ensure maximum effectiveness of the Industrial Security Program.

Experience in initiating and reviewing all requests for personnel security investigations consistent with directives, and submits requests to the Personnel Security Electronic Questionnaires for Investigations Processing (e-QIP) system.

NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

This definition of specialized experience is typical of work performed at the GS-11 grade level or equivalent position in the Federal service.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible.

One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level.

TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

Due to the use of 120 day rosters, applicants within 120 days of completion of the TIG requirement are encouraged to apply.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.

Knowledge of management and organizational principles and practices along with a knowledge of human resources functions, e.g., civilian personnel, military personnel, and manpower, to develop and implement integrated approaches and solutions to significant human resources concerns and issues.

2.

Knowledge of analytical and evaluative methods and techniques to apply to issues or studies concerning the efficiency and effectiveness of Directorate operations.

3.

Knowledge of the mission, major issues, program goals and objectives, work processes, and operations of the Business Enterprise Systems BES PEO.

4.

Skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity.

5.

Ability to communicate, both verbally and in writing, to achieve stated positions or to make an adequate case for a particular strategy which may or may not be readily accepted, but is the best solution to achieve overall BES and PEO goals.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience.

Education IF USING EDUCATION TO QUALIFY: If position has a positive degree requirement or education forms the basis for qualifications, you MUST submit transcripts with the application.

An accrediting institution recognized by the U.S.

Department of Education must accredit education.
