LAVC is a two-year community college located in the heart of the San Fernando Valley and is one of nine colleges in the LACCD.

With an enrollment of more than 28,000 students from diverse socio-economic backgrounds, LAVC provides strong transfer, transitional and career educational programs and is committed to student success.

The College works closely with local secondary institutions to assist high school students in their transition to higher education and maintains strong ties to the business community by providing highly respected job training programs that meet the direct needs of local employers.

The college offers 75 associate degree programs, 26 associate degrees for transfer, 83 certificate programs, as well as continuing education, noncredit, and job training programs.

Today, it has more than 200 full-time faculty and more than 400 part-time instructors.

LAVC is accredited by the Accrediting Commission for Community and Junior Colleges and is a Hispanic-Serving Institution.

Job Description: LAVC is in search of a student-focused motivated and equity-minded individual seeking to join the College’s administrative team.

Under the direction of the Vice President of Academic Affairs and in accordance with the College’s mission, this Interim Dean of Academic Affairs will lead in the delivery, staffing, administrative support, supervision and evaluation of related programs and support staff in Adult Education, Workforce Development, contract education, and other Liberal Arts departments and academic support services.

A successful candidate can demonstrate the ability to implement culturally responsive practices and processes to achieve positive race-consciousness and equitable student outcomes, gaining buy-in from all employees, and develops strong relationships across all disciplines and functional areas to advance institutional goals.

The dean leads and engages in strategic planning and promotes creative ideas that enable the college to be more productive, efficient, and continuously improve its services.

MINIMUM QUALIFICATIONS: Applicants must meet the minimum qualification requirements below as described in the Minimum Qualifications for Faculty & Administrators in California Community Colleges Handbook: 1.

Master’s degree from an accredited college or university; 2.

Completion of One year of full-time formal training, internship or leadership experience reasonably related to the administrative assignment; 3.

Sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, and ethnic backgrounds of community college students.

DESIRABLE QUALIFICATIONS: Knowledge and experience in curriculum development, scheduling, FTE management, and compliance with regulation and contractual requirements.

Personal characteristics necessary for working with students, employees and the public in an administrative capacity, including demonstrating ethical behavior, stability, good judgment, tact, team spirit, and ability to cooperate with co-workers.

General knowledge of budget development, implementation and management.

Skilled in management through participatory governance, budgeting and financial planning, strategic planning, leadership, problem solving, revenue-generation, and team building.

Excellent communication skills, both written and oral, and experience with leading presentations using appropriate technological resources.

Demonstrated ability to establish good business and industry relationships.

Knowledge or experience related to compliance with applicable federal and state civil rights laws, collective bargaining agreements, policies, and procedures.

Demonstrated experience in writing, obtaining and implementing grants.

Demonstrated leadership experience in planning, organizing and implementing programs.

Knowledge of federal and state requirements and regulations related to Adult Education.

Knowledge of high demand labor market employers and sectors and workforce needs.

SPECIAL CONDITIONS OF EMPLOYMENT: This position may require a non-traditional work schedule, including evenings and weekends, and local, state, and national travel.

Essential Duties and Responsibilities Responsible for providing leadership, management and supervision of Adult Education, Workforce Development program, including contract education, Extension, and other Liberal Arts departments and academic support services.

Provides sound program and curricular implementation and management of the Adult Education Plan and complies with local college, district, state and federal regulations: Applies shared governance principles and collective bargaining agreements in a fair and consistent manner with faculty, staff, administrators and students, where applicable.

Serves as the lead administrator on developing and strengthening partnerships with workforce investment boards and related agencies, the community networks, associations and non-profits to provide a seamless transition for youth and unemployed and underemployed adults.

Works in collaboration with the college’s instructional programs to tie workforce training to internship and employment opportunities.

Coordinate and supervise the college’s outreach and training efforts to business, industry and labor groups in the college’s service area.

Develop, arrange, present and manage programs at the college and/or the work site that assist employers with employee skills, career development, technology changes, and related workplace skills.

Work cooperatively with directors and outside groups to provide job training for companies and incumbent new hires.

Acts as a department representative by collaborating with internal LAVC departments, external workforce development entities, and industry representatives to address current and emerging workforce education needs within the College’s service area; directs the development of new courses and/or programs as needs are identified.

Oversees all fiscal processes for assigned program areas including developing annual budgets for assigned program areas; approving all expenditures related to the daily operation of the department; managing program income and expenses; and ensuring that program instructor payroll is completed in a timely manner.

Acts as grant supervisor in assigned program areas including hiring and supervising grant personnel, managing grant budgets, writing grant reports and ensuring that grant deliverables are accomplished in accordance with granting source expectations and guidelines.

Works cooperatively with designated areas with respect to program review and planning, student and service-learning outcomes, hourly rate assignments, contract compliance and evaluation.

Monitor teaching load assignments; use enrollment management tools and data for decision making; oversee and ensure the timely evaluation of faculty and classified staff; encourage faculty in their continuing professional development; and work to promote and maintain a collegial environment.

Interpret, articulate, implement, and monitor compliance with the California Education Code, Title 5 Regulations, LACCD Board Rules, LACCD Administrative Regulations, Human Resources Guides, Personnel Guides, Personnel Commission Laws and Rules, applicable state and federal laws, and collective bargaining agreements in a fair and consistent manner.

Facilitate communication that is timely, open, and transparent, fostering an environment that supports cultural competence and an equity-minded approach in the development of student success initiatives.

Oversee the screening, interviewing, and selection process of faculty, classified, and unclassified staff.

Communicate and promote program objectives and offerings to potential and current students, other educational institutions, community organizations, staff, instructors, and others.

Coordinate the investigation of and assist in the facilitation and the resolution of student, staff, and faculty conflict and complaints in accordance with State and District requirements.

Represent Academic Affairs on a variety of committees and subcommittees under the college’s participatory governance structure.

Serve as evening and/or weekend administrator as assigned.

Other duties as assigned that support the overall objective of the position and the College mission and philosophy.

COMPENSATION AND BENEFITS The Los Angeles Community College District determines placement on the pay scale depending on verified education and employment history.

Current starting annual salary range is from: $135,120
– $158,656 for the 12-month academic year depending on education and experience.
