HSE Specialist

Nesco Resource has an immediate opening with an international player in the energy space. They need an HSE specialist to join their team on a long-term contract.  The role will be on-site and expected to last at least a year with renewal likely.  If you are looking for a role that includes 401k, PTO, and benefits this is it. 

Description:

Essential Functions of the job include:

• Serve as the focal point for all contractor safety programs at LAR
• Participate in and/or coordinate safety process relating to contractor admittance to the refinery
• Participate in various functions of the H&S team as necessary, including field audits, contractor safety meetings, internal P66 or external agency contacts, and turnaround support regarding contractor safety performance

Responsibilities:

The Contractor Safety Coordinator is responsible for the following:

• Managing the LAR Contractor Safety Program
• Review and maintain Contractor’s Safe Work Execution Plans (SWEP) for all contractors on site.
• Serve as the P66 Contractor Safety Network President
• Assist in planning, preparation, maintaining, preparation and delivery of material for the Contractor LAR site specific safety orientation program. Maintains participant completion database. This is now done with HASC. Help distribute and answer all questions.
• Communicating with contractors regarding LAR P66 health, safety and environmental requirements and expectations
• Assist Procurement Department in maintaining a list of approved contractors for LAR. Serve as focal point for contractor third party safety review (ISNetworld) data base including monitoring completion of project and/or annual contractor Risk Mitigation Plan reviews by designated contractor
• Ensure contractors are appropriately managing their injuries and providing adequate follow up to incidents
• Shepherding and/or participating in contractor-led safety information sharing groups
• Maintaining and tracking Key Performance Indicators for contractor safety performance
• Participating in and/or coordinate processes relating to contractor admittance to the refinery (Site Specific)
• Supporting of refinery planned shutdown and turnaround maintenance activities with particular focus on the safety performance of contractors. This may require work during off-hours and/or weekends during maintenance turnarounds.
• Be the subject matter expert for the following refinery Policies and Procedures: Contractor Orientation (1-1-9), Contractor Approval and Management (1-3-2) and provide contractor perspective review and input into other key HSE Policies and Procedures.
• Facilitate and/or participate in Contractor Safety Forum, Contractor Administration Team, and Contractor Safety Steering Committee
• Oversee the core-contractors monthly scorecard and communicate any updated P&P
• Coordinate and participate in annual contractor self-assessment process (88 Steps Towards World Class Safety)
• Participate as needed in regulatory and/or corporate audits regarding Health and Safety, including corporate audits at other P66 sites
• To provide training for both contractors & P-66 employees on the new Electronic Work Permitting via ePass system.

Qualifications:

• Previous experience in professional safety and/or occupational health role in large scale manufacturing or heavy industrial process environment such as petroleum / chemical industry.
• Recognizes the sensitivities of a diverse workforce and has the capacity for coaching and conflict resolution.
• Demonstrated ability to encourage an environment of employee involvement and teamwork.
• Can quickly transition from one issue/subject to another with minimum notice and perform effectively

• Previous experience in conducting classroom style training of adults.

• Attend the CSI meeting on the 2nd and 4th Tuesday of every month.
• Attend the Contractor Safety Steering Committee (CSSC) observation walk every Wednesday at 9:30am.
• Review & Audit the Short Service Employee (SSE) Program that is in place.
• Able to coordinate P66 policies with contractors’ policies and conduct a bridge gap analysis.
