The ideal candidate will have expertise with Grants Award Management or General Management of grants, knowledge of all grants core functions (CFAs) areas including Budget Planning and execution, Financial Management, Procurement, Property Management, and Human Resource Management in a Federal awarding or award recipient environment.RESPONSIBILITIES & DUTIES:Serving as a backup subject matter expert in Award Management Works in a matrix management structure coordinating requests for recipient materialIntakes exhibits and samples from recipient organizations participating in the BSRAssigns unique identifiers for each recipient document and maintains a library of documentsCategorizes and analyzes recipient organizational charts and matches documentation to aligned position descriptionsAnalyzes recipient documentation to identify organizational components and recognizes application to the grants lifecycle Organizes content in WdeskCoordinates requests for missing organizational dataMatches materials for relevance to the core functional areas of grants business including General Management, Award Management, Budget Planning and Execution, Financial Management, Property Management, Procurement, Human Resource ManagementKeeps document tracker, site visit slides, and question charts updatedDemonstrates experience interpreting grants policy and procedures the components of policy and procedureResearches and resolves questions, discrepancies, and inconsistencies among collected materialsHolds meetings to reach consensus on interpretation of content specialist materialsSupports the Content Specialists during the site visit by annotating documents, tracking updates, and finalizing BSR Recipient Debrief slides QUALIFICATIONS & REQUIREMENTS:Strong understanding of the elements that differentiate and comprise comprehensive policy and procedure and internal controls related to organizational structureCan provide a technical writing sample demonstrating fluent business EnglishExpert Skills in Office 365 applicationsWorking knowledge of SharePoint ApplicationAbility to learn to effectively utilize workflow softwareWorking knowledge of the Uniform Administrative Requirements, Cost Principles, and Audit DESIRED QUALIFICATIONS: Certifications in Government Financial Management (CGFM), Certified Grants Management Specialist (CGMS), and/or other certifications relevant to the CFAsExperience with federal agencies in grants, contracts, or other similar funding mechanisms at DOE and NASA Working knowledge of Grants Award Management or General Management of grants and General knowledge of all grants core functional (CFAs) areas including Budget Planning and Execution, Financial Management, Procurement, Property Management, and Human Resource Management in a Federal awarding or award recipient environment Project Management Professional (PMP) certification or 5 additional years in project management activities (scheduling, intra-project communications, document controls)EDUCATION & EXPERIENCE:Bachelor’s in Communications, Business, Organizational Development, or a related topic5 years of experience supporting grants management at an award recipient program or consulting to or working in multiple phases of the grant’s lifecycle, monitoring, or auditing federal awardsAWARD MANAGEMENT KNOWLEDGE:Covers the administrative business system that proceeds from Notice of an Award through the lifecycle of a grant to closeout as covered in the 2 CFR ยง 200.

Ability to evaluate the effectiveness of the execution and performance of the award program demonstrated by a similar role with a federal awarding agency or recipient, as well as through education, training, evaluation of, or supervision of the grants program management.

Through the examination of policy, procedures, roles and responsibility documents, capability of providing an accurate analysis of business performance, goal achievement, adherence to provided terms and conditions and compliance with applicable Federal Laws governing the lifecycle of a grant.

Ability to cite applicable law and recommend course correction for aspects of a grants management that fail to meet standards of excellence as described by awarding agencies.

Demonstrated expertise evaluation of separation of duties and clearly defined authority, in monitoring of recipients and subrecipients, as well as all aspects of program administration according to best practices in program management as recommended in the Program Management Improvement and Accountability Act.

Overall awareness of education and training opportunities to enhance the careers of grants professionals in Award Management topics.
