Environmental Engineer

STRATEGIC OBJECTIVES AND KEY DELIVERABLES:

The Environmental Engineer role will be responsible for air program compliance along with supporting other media/programs as needed.

DESCRIPTION:

  • Serve as a facility contact for air permit applications, compliance testing and reporting, and requests for regulatory information
  • Develop and maintain site subject matter expert level of expertise on assigned regulations (MACT, NSPS, NESHAP, ODS, Title V, PSD, etc.)
  • Continuous Emissions Monitoring Systems (CEMS) compliance, and data collection, assessment and management
  • Prepare and submit regulatory compliance reports
  • Develop and implement Refinery compliance system self-assessment programs including identification of applicable regulatory and permit compliance requirements and the means to demonstrate compliance with those requirements
  • Track key performance indicators, and identify and implement processes to improve performance
  • Participate in Regulatory Agency on-site inspections
  • Respond to Regulatory Agency information requests
  • Work with regulators to resolve concerns prior to permit issuance
  • Provide regulatory interpretations and guidance on environmental issues
  • Manage outside consultants and contractors
  • Participate in incident investigations
  • Coordinate stack and analyzer testing
  • Other duties as assigned

ESSENTIAL ATTRIBUTES:

  • Able to execute and deliver complex air compliance projects on time and with minimal supervision
  • Proven experience with one-to-one contact with the permitting agency on air compliance, CEMS/Stack testing, and upset and release reporting
  • Management of outside consultants and contractors
  • Must have excellent oral and written communication and interpersonal skills to interact with all levels of the organization

POSITION REQUIREMENTS:

  • Bachelor’s degree or an advance degree in environmental science, chemical or environmental engineering, or a related technical field
  • 2+ years of experience managing, reviewing and analyzing complex air programs; preparation of written guidance for environmental and operations personnel; and preparation of air permit applications and compliance reports
  • Knowledge of federal air quality regulations and reporting (MACT, NSPS, NESHAP, ODS, Title V, PSD, etc.) and CERCLA, EPCRA, and TSCA reporting and compliance
  • Good understanding of computers including Microsoft Word, Excel, PowerPoint, Outlook and Internet functionality

PREFERENCES:

  • Experience with federal refinery regulations and Louisiana air regulations preferred
  • 5 or more years of experience in refining or petrochemical setting
