Our business helps support their way of life and contributes to the survival of a culture that has thrived in a challenging environment.The Site Security Deployment Specialist assigned to the Program Support Branch (CFSM/SM/SOD/PSB) of OBO/CFSM/SM/SOD shares in the management of the day-to-day scheduling and deployment operations of the SSM Program, under the direction of the PSB Branch Chief.

Serves as a domestic SSM specialist, responsible for ensuring the effective functioning, management, and support of the SSM Program.

Specifically, the contractor ensures that the program planning, organizing, scheduling, staffing, deployment, communicating, and coordinating aspects of the SSM Program are implemented in supporting the SSMs who provide security administration oversight and direction at specific project sites throughout the lifespan of construction projects.

In furtherance of these responsibilities, Performs tasks and assignments that typically include, but are not necessarily limited to, the following:Responsibilities:Shares responsibility for managing the deployment and support of, on average, 27 direct-hire (DH) foreign service (FS) and 41 Personal Services Contractor (PSC) authorized SSM positions for OBO capital and major rehabilitation projects.Coordinates with the Site Security Operations (SSO) Branch Chief and Desk Officers on providing operational support to the SSMs that oversee Site Security.Coordinators, cleared American guards, and construction surveillance technicians provided by third party contractors and are assigned to OBO construction projects.Determines SSM staffing requirements based on project new start dates.

Shares in the administration of the SSM program by setting goals and practices such as giving priority assignments to the long-term and high-profile New Embassy Compound (NEC) projects for FS SSMs, with PSC SSMs covering smaller projects and project start-up and close of NEC projects.Coordinates with the Bureau of Diplomatic Security (DS) to provide the DH staffing for SSM positions, coinciding new project starts with DS’s foreign service bidding cycle.Coordinates with ASD managers for PSC deployments, the Career Development Officer (CDO) for DHs, and other staff in assisting SSMs in their preparation for overseas assignments.Reviews SSM performance plans and appraisal reports, recommends language for inclusion in the narrative summary evaluations, and ensures compliance with OBO policy, procedures, and directives.Research FAM/ FAH citations, Federal laws and regulations, and related policies, and interprets and advises SSMs in areas such as human resources, procurement, contracting, budget, finance, and administrative requirements.Serves as a representative of the ASD Division Chief and coordinates with post managers concerning International Cooperative Administrative Support Services (ICASS) support to SSMs and staff at posts.Advises project directors on employee conduct problems and misconduct issues directly affecting performance, and on corrective actions in accordance with applicable rules and regulations as they relate to SSMs and personnel at construction sites.Reviews and makes recommendations to the PSC contract program for new contracts and renewal of contracts, ensures that PSC contract actions such as Requests for Contract Action (RFCAs) are completed accurately and on-time.

and ensures the issuance of either notices to proceed, contracts, or contract modifications in advance of expiration dates.Participates in weekly SSM Program meetings (or leads said meetings in the absence of the Site Security Administrator),leveraging SSM program knowledge in recommending changes to SSM scheduling and deployment operations.Ensures that appropriate training is provided to SSMs through the Diplomatic Security Training Center, including training on construction security programs, operational policies, administrative procedures, and budget and finance guidelines, and presents Guidance to SSMs on Assignments to Overseas Posts to SSMs; andCoordinates actions of other PSB staff to facilitate processing for SSM travel either for Temporary Duty (TDY) or to a Permanent Change of Station (PCS) assignment, including new contracts and contract modifications, travel orders, visas, passports, electronic country clearances, security briefings, Travel Verification System, itineraries, home leave, medical clearances, consultations, training, and other briefings.QualificationsQualifications:Active Secet clearance.High School Diploma or GED equivalent.Extensive knowledge and application of the principles and methods of scheduling and deploying SSMs to overseas projects of highly variable complexity with widely varying security threats and requirements including comprehensive knowledge of applicable Federal Travel Regulations and the Department’s travel systems, sufficient to enable the contractor to develop creative scheduling and deployment solutions tailored to highly diverse project requirements as they arise.Extensive knowledge of project management methodologies (including working knowledge of applicable Federal and Departmental budget and financial management regulations and methodologies and the ability to formulate and manage a budget and direct the expenditure of funds in accordance with established guidelines), as well as of the manpower management processes and implications inherent in scheduling and deploying SSMs to multiple locations worldwide.

Knowledge of the nature and scope of Major Rehabilitation projects at overseas posts.Comprehensive knowledge of the principles and practices of construction security, and of the roles and responsibilities of Site Security Managers (SSMs), Cleared American Guards (CAGs) and Construction Surveillance Technicians (CSTs), sufficient to enable the incumbent to advise SM management as to the best deployment solutions to meet site security program needs throughout the world.Knowledge of the mission and objectives of the Department of State and their relationship to other program areas, and of Chief of Mission principles and the day to-day operations of a U.S.
