Digital Lead

Abt Associates seeks an experienced individual to join the Digital Delivery Team in growing the existing portfolio of Information and Communication Technology for Development (ICT4D) projects.

The ideal candidate should have 10 years of experience in the international development field with 5 years in ICT4D – including conceptualizing, implementing, and managing a diverse portfolio of international development projects.

A key aspect of this position is leading or providing material support (technical write-ups, budgets) for international development proposals for donors such as USAID, DFID, KfW, and foundations.

Key Roles and Responsibilities Business development (anticipated LOE: 60-70%) Support international divisions in business development/proposal efforts by helping identify appropriate and emerging best practices on ICT4D solutions and providing high-quality proposal content.

Lead Digital Delivery International proposal efforts work with technical staff and subject-matter-experts to develop digital strategies, including appropriate ICT solutions, for proposals and new opportunities.

Identify and vet in-country partners and cultivate business relationships to support new business.

Project implementation (anticipated LOE: 30-40%) Liaise between Digital Delivery and Abt international divisions – International Health and International Economic Growth including working collaboratively with managers across Abt international divisions to expand the adoption of ICT4D across existing projects and new initiatives.

Manage a diverse portfolio of international ICT4 projects (global health, agriculture, governance, supply chains, education) including the oversight of project implementation and coordinating project tasks with internal teams and clients.

Lead teams of ICT specialists, programmers, business analysts and QA specialists across concurrent projects and multiple geographies.

Travel internationally (up to 15%) to provide training, consulting, and lead business development efforts for Abt projects.

Test new ICT4D approaches and work with the team to develop best practices Present findings/capabilities on ICT4D, both internally and externally (webinars, conferences, etc.) Preferred Skills / Prerequisites Master’s degree in field related to ICT4D (International Development, Public Policy, Public Health, Information Systems, etc.) 10 years of International Development experience or equivalent combination of education and work experience.

2 years of experience implementing ICT4D in middle and low-income countries.

5 years of experience leading or providing business development support (technical write-ups, budgets) for international development proposals for funders such as USAID, DFID, and foundations.

Demonstrated knowledge of key tools and platforms prevalent in ICT4D engagements (e.g ODK, CommCare, FrontlineSMS, OMS, DHIS 2, M&E platforms, Tableau, mobile data collection tools).

Experience leading home office and in-country teams/partners in ICT4D.

Adept at identifying and drawing connections between project needs and potential technology solutions Experience with developing and piloting new ICT4D applications a plus.

Experience with health data collection a plus.

Fluency in French, Portuguese, and/or Spanish is highly desired.

Minimum Qualifications Master’s Degree Seven years of relevant experience, or PhD Four years of relevant experience
