SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems.
Examples of specialized experience includes performing Configuration Management Tasks in an effective and efficient manner for assigned systems/programs/contracts.
Perform data management to ensure engineering/technical data is maintained and available to support airworthiness plans, evaluating and managing Deficiency Reports tasks, as well as performing all duties in a professional manner.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.
One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level.
TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.
Knowledge of configuration, data, engineering data management, STINFO, airworthiness and deficiency reporting requirements as specified in law, policy, military/industry specifications and standards and organizational directives, as required by the duty.

Knowledge, skill and ability to apply analytical and evaluative methods to determine efficiencies and effectiveness of configuration and data management Integrated Data Environment (IDE) systems.

Knowledge of and ability to implement STINFO policy and processes ensuring appropriate marking and management of data.

Knowledge of engineering drawings and contractor engineering control/release processes.
5.
Understanding of contractor estimating/pricing techniques as related to proposal evaluation.
6.
Knowledge of, and skill in, the use of principles of negotiation as required to reconcile diverse opinions that can arise from conflicts in ECP/CCP evaluation, contracting, engineering data/data management, and audits.
7.
Knowledge of the Center/Directorate/Division/Branch structure and contractor operations and familiarity with the various management and technical disciplines involved to sufficiently understand technical and procurement terminology and procedures.
8.
Ability to speak and write effectively.
9.
Ability to plan, organize and chair conferences, audits and board meetings.
10.
Skill in developing corrective actions for observed discrepancies.
11.
Familiarity with policies and issues pertaining to priority rights in data.
12.
Familiarity with ethics and professional standards of conduct.
