BLUE BUTTERFLY VILLAGE Blue Butterfly Village is VOALA’s innovative community located in a beautiful idyllic setting in San Pedro that provides housing and supportive services. All 73 units of affordable housing are subsidized for homeless families. Veteran families receive a preference for 61 of the units. 12 units are reserved for families eligible under the MHSA program. Many of the residents are female veterans and veteran families with children who are suffering some degree of psychological distress and/or service-related injury that prevents them from achieving economic self-sufficiency and threatens the breakup of their family. JOB SUMMARY AND PURPOSE Reporting to the Property Manager / Community Administrator, the Assistant Community Administrator assists in all aspects of managing the property and residents in compliance with all funding source requirements and housing regulations (such as LIHTC, HOME, Section 8, state and federal law). This position requires the ability to work flexible hours. DUTIES AND RESPONSIBILITIES Coordinates all administrative tasks for Blue Butterfly Village, including information gathering and report generation, compliance with regulatory and funder requirements (LIHTC, HOME, Section 8), maintains office files. Reviews property expenditures against budget guidance, maintains work records including organization of work orders Oversees work performed by maintenance staff; coordinates the completion of work orders based on resident requests for maintenance; establishes and maintains positive professional relationships with residents; responds to all resident work requests Process applications and certifications; complete lease packets, calculates rent, and prepares all documents in accordance with applicable laws and regulations. Maintains resident and property files and waiting lists; assists in marketing of the property in accordance with Fair Housing and other applicable guidelines. Collects monthly rents from residents; assists in maintaining financial records, credit ledgers and deposits all monies received. Participates in daily, weekly, monthly, quarterly and annual inspections of property to ensure building and grounds are properly maintained; report and/or take steps to execute needed repairs. Assists in overseeing property office and maintenance staff, as applicable, assumes responsibility of the property during absences of the Community Administrator. Must drive throughout housing complex in order to perform essential tasks in a timely fashion (rent collection, resident support, oversight of maintenance, and periodic inspections). Other duties as assigned Qualifications REQUIREMENTS: Must be able to pass a fingerprint clearance, background check, including criminal history, personal references, employment and education verifications EDUCATION: High School Diploma or GED Accredited Resident Manager, or 2 years’ experience as assistant site/property manager Affordable housing certification (such as COS, CMH, CAM, RAM, AHM designations) EXPERIENCE: Minimum 2 year of experience in property management with supervisory experience guiding and overseeing staff. KNOWLEDGE: Knowledgeable of Section 8 procedures, requirements of funding sources. Current California driver’s license and clean driving record. TECHNOLOGY SKILLS: Basic Microsoft operating system navigation: Outlook, Word, Excel, PowerPoint; Internet applications Working knowledge of YARDI software. SKILLS AND ABILITIES: Excellent interpersonal skills; Ability to communicate clearly and professionally Strong conflict resolution skills Able to resolve unexpected situations. Able to perform minor building maintenance, oversee maintenance performance of work orders INTERPERSONAL CHARACTERISTICS: Client- focused, Prompt, collaborative/team player, regular attendance, adaptable, communicator, organized, consistent, compassionate, conflict resolution.
