Provides expertise to government attorneys on cases with probable litigationpotential. Serves as expert witness in U.S. Tax Court or U.S. District Court.Personally performs appraisals and reviews appraisals prepared by recognized experts and authorities in the industry andother valuation specialists in the group. Conducts conferences with taxpayers, representatives, and experts to explainfindings which are often vigorously contested. Prepares appraisal reports which represent the Service’s position anddocuments conclusions with accurate facts and arguments for unagreed issues.Examines and appraises extensive property holdings in estate portfolios of prominent, recognized business,entertainment and industry leaders often widely publicized and intensely scrutinized.Serves as a team member on CEP and large business examinations. Identifies and develops significant issues which maybe unusual and unique, subject to interpretation and may be adopted as the Service position in all similar cases. This audit may include up to 2 years of returns.* Obtain and use a Government-issued charge card for business-related travel.QualificationsYou must meet the following requirements by the closing date of this announcement.SPECIALIZED EXPERIENCE GS 13: To qualify you must have one year or twelve (12) months of specialized experience equivalent to the next lower grade level (GS-12) in the Federal government. Specialized experience is experience that is related to the work of this position and has provided you with the competencies required for successful job performance. Specialized Experience is experience in independently preparing and completing self contained appraisal reports of residential and commercial properties (does not include reviewing reports); applying the methodology for discount cash flow; conducing field appraisal work; experience with the three methods (market, income, cost) of appraising properties; defending work product in front of a local government authority, court or IRS audits; using National and local property databases to research; gather and interpret information to determine their effect on value and arrive at fair market value; writing logical, succinct and meaningful written documents; experience dealing with hostile customers regarding valuations; and experience using computers and off the shelf software (including Microsoft word and excel).* Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service.
