As the lead agency in the HUD-funded Los Angeles Continuum of Care, we coordinate and manage over $300 million annually in federal, state, county, and city funds for programs providing shelter, housing, and services to people experiencing homelessness.Under the direction of the unit Manager, the Analyst, Reports Development, coordinates and manages the Homeless Management Information System (HMIS) implementation of programmatic initiatives.

This position anticipates and responds to the internal and external system-wide needs so as to ensure that the Los Angeles Continuum of Care (LACoC) HMIS supports homeless services coordination and collaboration amongst participating entities.*Essential Job Functions** Oversee project lifecycle from conception through implementation.* Guide the report development process in collaboration with the HMIS Report Development Team.* Coordinate the planning and execution of projects across the Programs and HMIS teams.* Document the scope of work with the assistance from functional leads, and validate the scope by completing and maintaining project plans and schedules.* Clearly organize and forecast deliverables and dependencies.* Identify issues and risks, and handle and communicate them in a manner that mitigates risk to quality, timeline, and scope.* Provide status reports and regular updates to leadership and executive team.* Assess cross-departmental operations and processes to streamline procedures, information flows, and communications pathways through the development of technological system enhancements.* Assemble complex ideas, issues and observations into useful explanations and clear direction for the project team.* Monitor day-to-day project activities in order to allow for early identification of potential risks and challenges.* Work both collaboratively and independently while maintaining a high level of productivity.* Foster communication between technical and non-technical audiences ensuring that technology solutions fulfill business needs.* Regularly schedule and facilitate meetings with project teams.* Complete quality assurance testing prior to publishing and distributing reports to intended audiences.* Learn and understand HMIS rules and regulations; and identify and address rule changes that impact HMIS process and reporting standards.* Participate in programmatic design and re-design meetings to identify technological supports needed for successful implementation.* Remain current on HMIS trainings, system enhancements, system patches, etc.* Research promising practices and implement strategies to inform technical solutions for the LACoC.* Other duties and special projects as assigned.*Knowledge, Skills & Abilities** Knowledge of Software Development Life Cycle (SDLC) or other software development models.* Experience with enterprise application software.* Knowledge of relevant research and evidence-based practices related to systems of care for homeless and formerly homeless persons.* Exceptional written and verbal communication skills.* Detail-oriented, organized, and thorough, with a strong commitment to quality and timeliness of project deliverables.* Experience in collaborating with both user experience lead and a technical architect to create solutions meeting needs of stakeholders at all levels.* Knowledge of LAHSA programs.*Training & Experience** Proven professional experience and educational background.*COVID-19 Vaccines** Effective *November 1, 2021, LAHSA will require proof of vaccination for all employees**.

Maximum accrual for sick leave is 160 hours.*Personal Sick Leave*Full-time employees may use up to forty hours (5 days) of sick leave per calendar year for personal use.
