Boeing Defense, Space, and Security (BDS), Space, Intelligence and Weapon Systems Division, Ground Design and Mission Support (GDMS) Ground Engineering and Operations (GEO), is seeking a Senior Ground Segment Systems Engineer (Level 5) to join our Wideband Global SATCOM (WGS) Protected Tactical Enterprise Service (PTES) team located Colorado Springs, CO, or El Segundo, CA Our GDMS/GEO team creates the software tools and services for the world’s highest performing satellite/ground systems for USG and Commercial customers. We work with space customers in the development of the next-generation ground systems for all types of space missions including communication, precision timing and navigation, remote sensing, space control and exploration. PTES is a new global military satellite communications ground system that will use the wide bandwidth available per beam on WGS satellites to transmit the Protected Tactical Waveform.
Position Overview:
The Senior Ground Segment Systems Engineer will be a part of a high-performing program team that is responsible for overall technical leadership of system analysis, design, development, integration, test, and deployment of the PTES program. The position leads the program Integrated Product Teams (IPT), employing Agile development principles and Models Based System Engineering (MBSE) practices, to rapidly develop and integrate a new MILSATCOM system with resiliency, exceptional mission performance, extensibility, scalability, and flexibility. As a leader you will have the opportunity to establish and maintain customer relationships as well as partnerships with stakeholders, peers, partners and direct reports. As a program Senior Ground Segment Systems Engineer, you will be working with other Ground program Chief Engineers to develop common tools and create a library of ground segment products.
Primary Responsibilities:

Lead, cultivate and maintain the engineering capability (people, products, processes, and tools) within the program.

Monitor engineering quality and efficiency (e.g. establish/monitor metrics, RIO management, independent technical reviews).

Technical lead the program Integrated Product Teams (IPT), employing Agile development principles and Models Based System Engineering (MBSE) practices, to rapidly develop and integrate a new MILSATCOM system with resiliency, exceptional mission performance, extensibility, scalability, and flexibility.

Technical approval authority for program/project technical baseline changes and engineering plans.

Define ground architecture.

Understand and work collaboratively with customer on their needs, goals, expectations, and sensitivities.

Flow down customer requirements to the System Spec and the Ground Segment Specs.

Develop program’s Ground Segment concept of operations (ConOps), design and test plan using MBSE tools and Agile development practices.

Collaborate and support Ground interface definitions with the Customer SEIT teams.

Support definition of Interface Control Documents (ICD’s).

Understand the Risk Management Framework (RMF) domain and work with Cyber engineers on attaining Authority to Operate (ATO).

Define and architect ground segment sell off approach including testing tools, laboratories, and simulators Oversee ground suppliers statement of work and requirements specs definitions.

Support development of new ground business strategies and planning activities.

Support/lead proposal responses.

Understand ground existing processes / products and offer / drive improvements for current and future processes / products.

Understand and offer insight into development of long-term mission and architecture solutions.

Improve team training, mentoring, and knowledge sharing of overarching system design.
Work Authorization:
This position requires an active Secret U.S. Security Clearance (A U.S. Security Clearance that has been active in the past 24 months is considered active.).
Basic Qualifications (Required Skills/Experience):

Bachelor’s Degree in engineering, computer science, mathematics, physics or chemistry.
-
14 years or more of experience designing, developing, testing or operating ground/satellite systems (commercial or USG).
-
5 years or more working with USG satellite or ground customer teams.
-
5 years or more using Models Based Systems Engineering (MBSE).
Preferred Qualifications (Desired Skills/Experience):
-
Experience working with some or all of standard satellite ground functions such as command and control, mission planning, mission data processing, orbit management, situational awareness, automation, front end processors, ground antenna’s, crypto equipment, and terrestrial communication network.

Experience with Cameo MBSE tool.

Experience in Agile Software Development.

Experience in DevSecOps development.

Experience working with MILSATCOM Ground architectures.

Experience with RMF ATO process.
-
Experience working with software developers and engineers in teams of 10 or more.

Experience working with operational Ground Stations and operations teams.
Typical Education/Experience:
Bachelor’s degree typically 14 or more years’ experience in an engineering classification or a Master’s degree with typically 12 or more years’ experience in an engineering classification or a PhD degree with typically 9 or more years’ experience in an engineering classification. Bachelor, Master or Doctorate of Science degree from an accredited course of study, in engineering, computer science, mathematics, physics or chemistry. ABET is the preferred, although not required, accreditation standard.
