Responsibilities:

Position is for the Program Manager, NSWCPD Code 251/252 support, to lead team supporting the Sustainment & Modernization Branch (Code 251) and the Technology Deployment Branch (Code 252) and provide modernization leadership to execute Hull, Mechanical, and Electrical (HM&E) Machinery System integration initiatives and manage Major Modernization programs focusing on ship alterations Machinery Alterations (MACHALTs). The salary range for this position is $100,000-$108,000.

The Program Manager will lead the support team to ensure, enact, and validate project execution in accordance with Department of Navy requirements and within time constraints. Program manager will ensure the team provides the following support:

-accomplish all engineering, technical and support services,

-purchase incidental material (i.e. fuses, wires, connectors, etc.) identified as required to support the installation and oversight to accomplish the task order.

-correct testing deficiencies identified as required to support the installation and oversight.

-develop and maintain Plan of Action and Milestones (POA&Ms) and a fully Integrated Master Schedule (IMS) to create early budget figures to support planning, analysis of Material versus Labor costs, program schedules and cost risk analysis for all programs.

-engineering analysis of shipboard deficiencies which include conducting background research, problem identification, and problem resolution, and identifying multiple Courses of Action (COAs).

-develop and/or review Liaison Action Records (LARs) and Condition Reports (CRs) for technical accuracy and proposed resolution in relation to installations and system configuration updates. Duties include initiating LARs to request the Planning Yard to develop Ship Installation Drawings, review LARs from the Planning Yard requesting system information for interfacing alterations and responding accordingly. Provide recommendations to government personnel with respect to problem resolution.

-prepare formal technical presentations and technical documentation, including technical manuals, presentation materials, and Navy specific documentation.

-provide support for Financial Request Documents, financial reporting, and financial tracking, including metrics support, dashboards, charts, and other specialized financial reports to track expenditures, including material and labor and other direct costs.

-provide programmatic, technical support and onsite coordination of alterations, and/or Standard Control Drawings (SCDs) in accordance with the drawings/instructions provided.

-provide On Site Representative (OSR) and Alteration Installation Team Manager (AITM) Support for Repair, installation, modification, operation, maintenance and testing of U.S. Navy, U.S. Coast Guard and U.S. Army installations.

The Program Manager will have excellent organizational, communications, and presentation skills.

Requirements:Must be a US Citizen with a Secret Security ClearanceBachelor of Science Degree in engineering, or a Master of Business Administration or PMP certification.Seven years of professional experience in program/project management.
