The Engineer Lead Senior (Cloud Data Engineer) responsible for the delivery of end-to-end system development and maintenance on Enterprise-wide technology platforms.Primary duties may include, but are not limited to: Provide advanced level engineering design functions.

Develops creative and complex solutions based on business requirements and architectural specifications; Drive discussions to set or amend architectural specifications Direct and manage the construction of cloud data architecture components (e.g., data ingestion, storage, consumption, etc.).

Work hands-on in the development of various cloud-based applications and systems.

Design, implement and operate a modern, scalable, cloud-based infrastructure and platform for the growing Anthem ecosystem.

Provide operational readiness for applications that enables seamless High Availability (HA); Provide production and technical support.

Design performance and capacity plans and work to ensure optimal application health, performance, and cost Serve as a strategist and continuously refine our cloud deployment practices for improved reliability, repeatability and security.

Provide leadership for DevOps capabilities; Architect provisioning capabilities and configuration of cloud services, using tools and languages including AWS CLI / GCP API, Terraform, Ansible, Python, Bash, and Git.

Architect, build and maintain effective monitoring / alerting (for conditions such as application-errors, high memory usage, etc.) and log aggregation approaches (to quickly access logs for troubleshooting, or generate reports for trend analysis).

Drive effective DevSecOps practices (including regular security patching, minimum-permissions accounts and policies, encrypt-everything) in compliance with government and other standards regulations (such as PCI-DSS, PHI, PII, SOX); Implement and verify them using tools to analyze and verify compliance.

Evangelize DevOps culture; Be a voice of security adherence and best practices.

Maintains active relationships with customers to determine business requirements, leads requirements gathering meetings and reviews designs with the business.

Prioritize projects and make trade-offs with respect to the enterprise systems changes based on broader business needs.

Understands the entire architecture for a major part of our business and is able to articulate the scaling and reliability limits.

Owns the change request process and coordinates with other teams as necessary.

Develops and owns list of final enhancements.

Develops and defines application scope and objectives and supervises the preparation of technical and/or functional specifications from with programs will be written.

Performs technical design reviews and code reviews.

Ensures unit test is completed and meets the test plan requirements, system testing is completed and system is implemented according to plan.

Partners with technical and non technical stakeholder to identify the long term technical trajectory of the technology infrastructure.

Creates architecture and anticipates future technology needs.Qualifications Minimum Requirements: Requires an BA/BS degree in Information Technology, Computer Science or related field of study a minimum of 9 years experience; multi dimensional platform experience, expert level experience with business and technical applications; or any combination of education and experience, which would provide an equivalent background.

Minimum of 2 years’ experience in cloud-based enterprise architectural plans, information systems, and corporate business plans required; knowledge in one of the core public cloud ecosystems (AWS and GCP) required.Preferred Qualifications: Experience mentoring others drive teams to achieve results, lead multiple or large projects and provide troubleshooting supports strongly preferred.

Public Cloud administration experience / training / certification including provisioning compute instances (AWS EC2, GCE), network (AWS/GCP VPC), serverless functions (AWS Lambda, GCP Functions), data management solutions (AWS RDS, Cloud SQL), big data solutions (AWS EMR, GCP DataProc), storage (AWS S3, Google Storage), security (AWS/GCP IAM) and metrics/logs/alarms (AWS CloudWatch, Cloud Monitoring).

Technical knowledge in data solutions like Snowflake, BigQuery and Teradata.

Experience in building and deploying highly available cloud infrastructure via Terraform and/or CFT.

Experience and knowledge in agile methodologies, including agile modeling, refactoring, test driven development (TDD), continuous integration and test automation.

Fluency in at least one or more programming languages such as Python, Scala, Spark, Java, JavaScript / Node.js, SQL/HiveQL, etc.

Experience in security implementations such as in-transit encryption (SSL), at-rest encryption (AWS KMS, GCP CKM), SSO (SAML/OIDC/OAUTH), data tokenizing (Protegrity), etc.
