Senior Payroll Specialist

Overview: A responsible position which involves performing all ACSO payroll functions while ensuring compliance with state and federal reporting requirements.

Work is performed under the direct supervision of the Assistant Financial Officer.

Performance is evaluated through observation, results obtained, oral/written reports, and appropriate employee performance appraisals.

Responsibilities: EXAMPLES OF SPECIFIC DUTIES AND RESPONSIBILITIES: Audit payroll & train employees to ensure the quality and accuracy of timesheetsAudit and import time entries from time sheet softwareReview, calculate, and process imported data via payroll softwareProcess direct deposits and submit to EZStub, print payroll checks when neededProcess approved Personnel Actions Forms (PAFs)Process payroll corrections as approved by the employee’s chain of command via IOC’s or emails after approval is received from the Assistant Financial Officer and/or the Chief Financial OfficerProcess for payment biweekly deductions to include payments for insurance, garnishments, credit union deposits, deferred compensation, and other obligationsAudit accruals such as vacation rollovers, Special Events, Personal Holidays, and sick leave incentivesPrepare quarterly and annual IRS statements and unemployment reportsIssue W-2 forms to employees within the legally mandated timelinePrepare monthly Florida State Retirement reports and submit payments within the established timeline, including final certification of pay for retiring employees CERTIFICATION AND LICENSING: Certified Payroll Professional (CPP) or Fundamental Payroll Certification (FPC) from the American Payroll Association is preferred KNOWLEDGE, SKILLS AND ABILITIES:Ability to accept supervisionKnowledge of the principles and practices of effective payroll procedures, including federal payroll tax issues and the Fair Labor Standards ActAbility to plan, schedule, and coordinate a variety of tasksAbility to communicate effectively, both orally and in writingAbility to prioritize tasks, manage time effectively, work independently, and make sound decisions based on available informationAbility to establish and maintain effective working relationships with other county employees, the administration, co-workers, and the general publicSkilled in Microsoft Office suite of applications (Word, Excel, etc.)Ability to maintain organized files and an orderly work areaSkilled in the use of small office equipment including copy machines, multi-line telephone system, adding machine and scannersSkilled in using computer for data entryWORK CONDITIONS:Normal office environment and hours Qualifications: EDUCATIONAL REQUIREMENTS:High School/GED requiredAssociates Degree preferred Preferred Major(s): Accounting, Business, Finance, or any related fieldEXPERIENCE AND TRAINING: One (1) or more years of payroll processing experienceKnowledge of Microsoft Office with a focus on ExcelAny combination of experience and training that provides the required knowledge and skillsPHYSICAL REQUIREMENTS:Sit for long periodsStand for moderate periodsSee and hear at a normal rangeSpeak, read, write and understand English fluentlyAmbulate independentlyBend and squatManual dexterity Keywords: Payroll, payroll specialist, senior payroll specialist, accounting, accounting and budgeting
