Responsibilities: Provide a resource to all levels of staff and management as it relates to policy and procedures, contract interpretation, past practices, etc.

Assist management in making appropriate assessments of applicants as well as overall employee performance and potential; develop/implement action plans.

Provide advice on labor issues as it relates to improving operations and increasing organizational effectiveness.

Coordinate case investigations and accumulate information for the defense of all arbitrations, complaints, and litigation.

Lead the investigation process, when necessary.

Ensure that grievances are heard in a timely manner, and consult on all third step grievance responses.

Approve all third step responses involving terminations and contract interpretation issues.

Review and approve involuntary terminations of non-union personnel.

Work closely with facility management and staff to ensure that decisions are made with an appropriate level of expertise, and in accordance with policy, collective bargaining agreements, and applicable law.

Ensure adherence to all government regulation, including FLSA, EEO, OSHA, NLRB, ADA, FMLA, etc.

Interpret such matters for management and staff, providing appropriate counsel, as necessary.

Develop and implement programs for improving employee relations and facilitating conflict resolution.

Recommend, manage and coordinate strategies to assess and improve employee morale; develop and maintain a network of contacts to enhance communication and establish a sense of organizational well-being.

Provide feedback and recommendations on employee morale to senior management.

Coordinate employee activities, and reward/recognition programs.

Monitor the effects of employment and labor policies and practices on employees; provide periodic feedback to Corporate HR regarding such effects; and provide recommendations for change.

Prepare periodic reports across the system.

Prepare responses to information requests; participate in labor negotiations; and assume the position of chief spokesperson, when necessary.

Monitor and recommend employment practices to recruit and retain the highest quality staff throughout the system.

Ensure appropriate screening, reference checks, and other competency assessment, including immigration and related issues.

Maintain accurate human resource records by developing and enforcing filing and documentation systems.

Ensure compliance with all regulatory requirements and applicable law.

Qualifications: Education RequirementsBachelor’s Degree Education DesiredMaster’s preferred; or other combination of experience and education that meets minimum standards.

Experience Requirements5 years of experience directing labor and employment activity in a large, complex, unionized environment Homecare and/or Healthcare experience preferred Experience as a HR Business Partner in a centralized corporate structure
