Privacy & Policy Manager, Messenger Policy

Facebook is looking for an experienced Policy professional to join the team that supports Messenger and Instagram Direct. In this role, you’ll play a key role in shaping and delivering the company’s approach to our move to a privacy focused vision for social networking, serving over 2 billion people around the world. You’ll work closely with product managers, designers, engineers and our communication, legal and marketing teams across Messenger, Instagram and WhatsApp to align on how we can build and communicate safe, private cross app communication that meets the needs of our diverse community and businesses of all types who use our platform. You’ll think about the broader societal issues in messaging and help develop internal safeguards and policy guidelines. You build partnerships with a range of external stakeholders, and facilitate legislative and regulatory advocacy.The ideal candidate for this role is a public policy visionary, a creative problem solver and strong communicator who is able to work independently and switch easily between detailed work delivering projects and high-level strategic thinking. This candidate will be knowledgeable about consumer and/or business messaging, have a meaningful understanding of key stakeholders and their perspectives on those issues, and be able to use this understanding to promote Facebook’s messaging products and drive meaningful improvements on a range of issues across our industry. You should be passionate about the services we provide and the people we serve.
  • Help develop and deliver a detailed articulation of our privacy focused vision for social networking that resonates with external policy audiences.
  • Evaluate and provide guidance on the policy implications of new products, features, and initiatives. Develop and deliver policy Go-To-Market plans to accompany product launches.
  • Work with product managers, engineers, product designers, lawyers and others to help interdisciplinary teams simultaneously identify and address a wide range of challenges.
  • Consult with relevant experts to improve our approach to building messaging products and effectively represent Facebook’s perspective.
  • Analyze global legislative and regulatory proposals concerning messaging.
  • Develop and maintain policy resources required for products including hard Q&As, and internal white papers and briefing memos.
  • Respond promptly to a wide range of requests from Product, Legal, Policy, Communications, and Business teams across the company.
  • Bachelor’s degree
  • 6+ years of experience with relevant technology policy issues (4+ years with advanced degree in relevant field)
  • Experience counseling clients or partners on relevant policy issues and managing multiple business priorities
  • JD, MPP, or technical degree
  • Understanding of mobile and Internet technologies and how data is processed to support them
  • Comfortable working with privacy and/or telecom regulatory legislative frameworks
  • Experience with complex policy analysis
