Created in 1993, LAHSA is a joint powers authority of the city and county of Los Angeles.  As the lead agency in the HUD-funded Los Angeles Continuum of Care, we coordinate and manage over $800 million annually in federal, state, county, and city funds for programs providing shelter, housing, and services to people experiencing homelessness

Under the leadership of the Associate Director of Human Resources, this position will assist in the daily operations of the Human Resources Unit.  This includes effective planning and coordination of all major personnel and human resources related functions.   The manager will supervise a team of specialists and coordinators in ensuring effective and efficient HR related activities and practices across the agency.

Essential Job Functions

  • Oversees the recruitment lifecycle.
  • Leads compliance audits.
  • Serves as the primary liaison in employee/manager relations.
  • Coordinates development of effective employee onboarding.
  • Manages benefits, leaves, and workers compensation.
  • Serves as primary liaison with insurance carriers.
  • Ensures all HR policies are updated in accordance with CA and Federal Laws.

Knowledge, Skills & Abilities

  • Ability to help create awareness and understanding of the need to use an equity lens to develop and implement programs, policies and practices across the agency.
  • Ability to effectively handle and manage confidential and sensitive information.
  • Advanced knowledge in Microsoft Office including proficiency in Outlook, Word, Excel and PowerPoint.
  • Ability to think critically and strategically.
  • Strong written, verbal, presentation and communication skills.
  • Ability to adapt rapidly in response to changing information or needs.
  • Demonstrated organizational skills and proven ability to work independently and manage multiple projects and priorities within a multi-disciplinary team environment.
  • Sets a high standard for personal and team performance with a focus on results.
  • Strong time management skills and the ability to multi-task and prioritize in a fast-paced environment, while exercising sound judgment.
  • Must be a confident self-starter who can develop effective business relationships, both internally & externally.

Training & Experience
Proven work experience and/or education/credentials as it relates to the position.
