Description/Job Summary
The Director of Human Resources is mission focused and is responsible for the development and implementation of the College’s strategic human resources priorities.
The individual participates at the strategic and operational level to build trust and lead through transparency, inclusion and respect.
The Director will lead all aspects of a comprehensive human resources operation including, but not limited to: employee and labor relations, talent recruitment and retention, HR information systems, benefits administration and counseling, compensation, performance management, union negotiations and collective bargaining processes, employee training and development, aspects of payroll, personnel and HR policies, federal and state regulatory compliance, the human resources information systems and processes and data and records management.
Reporting to the Vice President for Finance and Administration, the Director serves as the Chief Human Resources Officer and ensures that the human resources strategies align with the mission, vision, values, and direction of the College.
The individual has exceptional verbal and writing skills, and a strong technology orientation in order to analyze and maintain report data.
The Director advises and works closely with the President’s Cabinet on personnel matters.
Responsibilities/Duties
(Leadership)
Provides leadership to the Office of Human Resources; oversees the areas of Benefits Administration, Compensation & Classification, Talent Acquisition, Employee Relations/Labor Relations, Human Resource Compliance, and Training & Development; Builds a human resources culture that is student, faculty and staff focused; Leads and directs the HR staff in all activities; establishes goals, objectives, and priorities for staff, and assesses staff performance and success at regular intervals; Consults with campus leadership, managers and supervisors regarding departmental competencies and provides coaching/consulting on various Human Resource related matters; Provides the leadership to build and maintain “best practices” in Human Resources, including the development of a strong team and relationships at all levels; Provides counsel to managers and supervisors on employment policies, procedures and appropriate practices
(Employee Labor Relations)
Facilitates communication among employees and management by providing guidance and consultation regarding problem solving, dispute resolution, regulatory compliance, litigation avoidance and strives to resolve internal conflict informally through appropriate conflict management and mediation; Manages and oversees the College’s performance evaluation process (initial probation process and annual evaluations), including recommendations for process improvement as well as implementation; In collaboration with College Legal Counsel, interprets Federal and State regulations, and College policies and procedures, in the area of employee relations; Advises managers and supervisors on terms of labor contracts (Memorandum of Understanding), employment law, workplace health & safety regulations and related personnel policies and procedures; Responsible for developing policies and procedures to facilitate the implementation of negotiated agreements/contracts; Serves as lead in negotiations with union representatives and College with a view to achieving positive, mutually beneficial outcomes; Manages employee relations cases, from incident report through final disposition; formulates responses, proposals and settlements for presentation to collective bargaining agents or employee association representatives; Conducts investigation of employee grievances and issues detailed reports of findings and recommendations for resolution to the appropriate parties; Works proactively to address employee relations matters by implementing measures, such as employee/labor relations briefings and trainings for managers and supervisors; Manages the College Family Medical Leave (FMLA), Unemployment Insurance and Workers Compensation processes to insure compliance with federal/state laws; develops and conducts trainings on specific subject matter as needed; Collaborates with the State of Maryland Worker’s Compensation representative to ensure accuracy of workers compensation data and records; enforces all appropriate Occupational Safety and Health (OSHA) regulations as it pertains to workers compensation; Ensures effective representation of the College at hearings and other administrative processes involved with employee and labor relations matters, unemployment, workers compensation, grievances and related matters; Responsible for regularly managing workplace accident data in order to comply with OSHA 300 and 310 reporting guidelines; Collaborates with the Human Resource Compliance Coordinator to develop and implement effective affirmative action and equal opportunity programs; Conducts exit interviews with employees to determine if corrective action may retain valued staff; discusses and reports exit interview findings with senior management/leadership as needed; Stays abreast of current trends in Human Resource Management, specific to employment law; Attends meetings and trainings internal and external to the College that will increase knowledge in Human Resource and Management/Employee/Labor Relations
(Administration and Management)
Oversees the development of initiatives within the Office of Human Resources, including but not limited to the development of HR policies/procedures, Compensation Programs, Onboarding process, Professional development, Talent Acquisition; and federal and state compliance; Oversees the application of laws, procedures, policies, and collective bargaining agreement provisions and communicates about them to College management; Ensures proper communications and training is provided for employees and supervisors in the areas of campus policy, employee relations, labor relations, collective bargaining issues etc.; Designs and develops strategic planning in relation to personnel programs and trends in human resources management; Establishes and implements long-range programs in all aspects of Human Resource functions; Manages workforce analysis and compliance with Affirmative Action, Equal Employment Opportunity, Title VII, Title IX, the Age Discrimination in Employment Act, the Americans with Disabilities Act, and other applicable requirements; Participates on and provides input to multiple Baltimore City Community College committees and advisory boards; Collaborates with the Assistant Attorney General to ensure compliance with applicable employment and EEO laws, State of Maryland and College policies; Assists with the development of and manages the human resource information software to extract, analyze and report data; Authors and compiles information for Human-Resource related reports to the College Board of Trustees, private, state and federal agencies as required; Collaborates with the College President and Cabinet to work on various projects as needed; Communicates regularly with the College Community regarding changes to Human Resources processes or matters that affect faculty/staff; Maintains knowledge of industry trends and employment legislation pertaining to all Human Resources matters; Other related duties as assigned by the CFO or the President.
Required Qualifications
Minimum Qualifications:
***Please upload a minimum of 7 PROFESSIONAL REFERENCES, including work and cell/home phone numbers, as an additional document*** Bachelor’s degree from an accredited institution in Human Resources Administration, Public Administration or related field At least ten (10) years of progressively responsible leadership and supervisory experience in HR Evidence of work with state agencies on issues related to employment and labor relations Must be a highly motivated individual with demonstrated leadership abilities and hands on approach to administer HR functions Demonstrated interpersonal and communications skills and ability to be effective with verbal and written communications Demonstrated cultural awareness and sensitivity working with individuals of diverse identities
Preferred Qualifications:
Master’s degree from an accredited institution in a related field and professional HR certifications Experience working with technology and educational integrated software systems Knowledge of and working experience with Title IX Strong quantitative and statistical skills and experience with HR data analysis and reports Working knowledge of employment laws, and EEO compliance and reporting requirements
