Staff Analyst, Project Manager (Housing For Health

Housing for Health (HFH) is a program office within Health Services Administration, a division under the Los Angeles County Department of Health Services (DHS).

HFH was created and put into implementation in support of the Los Angeles County Homeless Initiative recommendations in response to and in support of the County’s effort to address and combat homelessness in the communities residing within the boundaries of the County’s eight Service Planning Areas (SPAs).

The Enriched Residential Care (ERC) is a program under DHS’ HFH and provides housing for clients who have complex medical health, mental health and substance use disorders and require care and supervision in licensed care facilities.

This position will involve managing multiple overlapping ERC projects and timelines, requiring flexibility, creativity, and positivity.

ESSENTIAL FUNCTIONS
Develop a detailed project plan to monitor and track progress on m onthly data reconciliation from three data sources in preparation for Whole Person Care (WPC) billing Create and maintain comprehensive WPC project documentation Review and approve third party vendor monthly invoices (Intensive Case Management Service Contracts) and e nsure that all projects are delivered on-time, within scope and budget.

Collaborate and maintain positive relationships with Department of Public Social Services (DPSS) Liaison, Brilliant Corners, County-wide Benefits Entitlement Services Team (CBEST), and Intensive Case Managers on clients’ benefit application submission and be responsive to changes of their needs and expectations Report and escalate issues impacting project timelines and/or success to management as needed Implement a continuous improvement model by conducting post project evaluations and identify successful and unsuccessful project elements Manage changes to the project scope, project schedule and project costs using appropriate verification techniques Coordinate with Housing for Health team members to ensure that all parties are on track with project requirements, deadlines, and schedules.

Provide eligibility determinations and quality control for all Housing for Health applications Monitor and support Brilliant Corners ERC project and escalate issues impacting project timelines and/or success to management as needed Work with ERC team on resource review and management  Use and continually develop leadership skills to troubleshoot community and staff concerns regarding continuity of care Provide problem solving support on client cases as requested by ERC team Work with Program Team on CHAMP training, change requests, User Acceptance Testing (UAT), and problem solving Act as referrer and ERC team point person for CHAMP concerns May participate in Intensive Case Management technical assistance calls Provide hands-on technical assistance for referrers and Housing for Health staff Other duties as assigned.

NON-ESSENTIAL FUNCTIONS

JOB QUALIFICATIONS
Affluent with numbers and strong proficiency with Excel software required, familiarity with other data processing and visualization software is an advantage.  Excellent written and verbal communication skills, including the ability to collaborate with professionals from multiple teams and fields of work.  Ability to collect and process data from a variety of sources and produce clear and concise recommendations.

Ability to learn quickly and adapt to shifting priorities.  Comfortable working with and learning new data systems.  Flexible and able to manage multiple tasks simultaneously.  Knowledge of LA County programs that are designed to serve the most vulnerable clients.  Highly motivated with excellent and strong organizational, interpersonal, team building, critical thinking, and conflict resolution skills.

Education/Experience

Four years of experience, in a staff capacity, managing or providing project management support to projects or programs -OR
– one year of paid experience at a highly responsible administrative or staff capacity at the level of Assistant Staff Analyst, or higher*. 

*Assistant Staff Analyst is defined as: Assists in research and analysis and makes recommendations regarding the use and deployment of resources and the implementation and refinement of operations and programs within the Department of Health Services.

Certificates/Licenses/Clearances
A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

Successful clearing through the Live Scan process with the County of Los Angeles.

Other Skills, Knowledge, and Abilities

Preference given to individuals who have project management certification (i.e.

PMP, PMI, or other comparable certification.)
