Learn more at www.voala.org.JOB SUMMARY AND PURPOSEThis position supervises multiple programs providing to clients individualized assistance through access to service linkages, counseling, life planning, and various crisis intervention methods in order to prepare individuals for further success.

The Senior Clinical Program Manager I is responsible for the management of program activities, supervision of staff, compliance with federal, state, local, and agency requirements, record keeping of fiscal and client data, and evaluation of program objectives.

In conjunction with the Director and/or Assistant Director, the Senior Clinical Program Manager I will participate in community outreach efforts as well as Program Development and organization advocacy events.The Senior Clinical Program Manger I supervises all efforts to fulfill the goals and objectives of the different Programs, designing plans and operations according to contract and budget guidelines of each program.

This includes overseeing resources and coordinating the efforts of community partners, and conducting ongoing outreach to serve participants and leverage VOALA and community assets.

Evaluate that clients are being referred to the appropriate service modalities where they will receive various levels of case management (clinical and/or non-clinical) and access to various benefits, including housing and supportive services.

Services include crisis intervention, case management, transitional housing, and groups in various residential settings.DUTIES AND RESPONSIBILITIESReporting to the Director and/or Assistant Director, the Senior Clinical Program Manager I has overall responsibility for the direction and success of multiple programs and/or sites as assigned by performing the following duties.* With management team, plans and implements programming and program improvements; develops program policies and procedures.* Accountable for achieving funding and funder requirements with respect to use of funds, staffing and program deliverables for each program as well as for the program group as a whole.* Senior leader responsible for program operations and goals:* Intake, assessments, service planning, service delivery, and client/participant goal attainment* Training and supervision of staff, and acting as problem-solving resource for difficult cases* Meeting grant objectives, adhering to grant guidelines* Provides information to Division Director highlighting progress towards reaching set goals* Ensures quality service to program clients.* Monitor program compliance to VOALA policies and required procedures; maintains documentation of all program services delivered to participants.* Measure and assess impact of services; supports and participates in key elements to the program’s success* Effectively communicates project expectations to team members* Participates in budget planning, tracks expense, evaluates costs, and considers ways to implement cost-effective operations.* Prepare monthly budget reports and proposals.* Estimate and allocate resources that participants may need in order to achieve project goals.* Create and analyze budget, reports, and program goals.* Ensures program sites are clean, safe, and properly maintained; ensures program building(s) are in compliance with building and fire codes.* Develops and maintains inter-agency and community relationships; represents VOALA with funders and community leaders.* Plans, develops, and maintains collaborations with social service, medical, re-entry, mental health providers and any other community partnerships.* Formulates effective program measurements, outcomes, and data gathering procedures.QualificationsREQUIREMENTS:* Must be able to pass a fingerprint clearance, background check, including criminal history, personal references, employment and education verificationsEDUCATION:* Master’s degree in social work, psychology, or counseling from fully-accredited college or university.* Licensed with the Board of Behavioral Sciences as a Licensed Clinical Social Worker (LCSW), Licensed Marriage and Family Therapist (LMFT), or Licensed Professional Clinical Counselor (LPCC)* or MD (Psychiatry), Board-Certified Psychiatrist (Licensed by the Medical Board of California)EXPERIENCE:* 5 years of complex clinical experience in program(s) serving homelessness, addictions, under-served populations or prison re-entry/diversion* 2 years of experience program management with staff supervision, budget management, program development and evaluation responsibilities.KNOWLEDGE:* Knowledge of psychosocial treatment modalities, especially cognitive behavioral therapy (CBT), dialectical behavior therapy skills training (DBT), motivational interviewing (MI), relapse prevention (RP), Seeking Safety* Strong knowledge of and ability to work with issues related to homelessness, aging in place, substance abuse, mental health diagnosis, and history of trauma* Knowledge of budgeting process and expenditure monitoring* Understanding of process improvement practicesTECHNOLOGY SKILLS:* Proficient with Microsoft Office Suite, including Outlook, Word, Excel, PowerPoint.SKILLS AND ABILITIES:* Proven skills supervising multiple service modes.* Demonstrated excellent written and verbal English Language skills.* Ability to work comfortably with target population* Conflict Management Skills* Must be flexible and willing to work weekends/evenings as necessary* Proven Expertise in relevant subject matter* Strong public speaking ability* Able to provide valuable expertise to senior management while mentoring junior staff* Able to organize and schedule team’s caseload, support efforts of subordinates towards program goals* Ability to coach and mentor staff* Demonstrated ability to perform under circumstances of possible emotional stress and conflict, including dealing with un-cooperative clients.* Ability to safely and successfully perform the essential job functions consistent with the ADA, FMLA, and other federal, state, and local standards, with or without reasonable accommodation, including meeting qualitative and quantitative productivity standards.* Ability to maintain regular, punctual attendance consistent with ADA, FMLA, and other federal, state, and local standardsCOMPETENCIES:* Client
