JOB SUMMARY AND PURPOSE

Under the direct supervision of the Chief Financial Officer, the Health Services Program Manager will help oversee the development, implementation and operation of VOALA’s health services efforts for integration into existing program structures, or for start up of new programs.

DUTIES AND RESPONSIBILITIES
Program Development and Implementation Develop program policies, procedures, plans, and associated communications required to achieve program objectives Proactively manage the program(s), identify potential crises, and devise contingency plans Interact with program managers into which the health program is integrated for best practices and tools for service delivery Hiring Review Job Descriptions prepared in coordination with Human Resources Monitor Job Postings and participate in recruitment efforts Assist in development of specialized job descriptions Facilitate candidate selection Coordinating interviews with program managers Participate in candidate interviews Training Work with Learning and Development Department to coordinate training program Coach and manage the VOALA team on program requirements, tools, and methods to meet those requirements Effectively communicate project expectation to team members and program management in a timely and clear fashion Plan, conduct and record required in-service training Communication Facilitate development and dissemination of health program information Work with Creative Services Department to develop materials Communicate program status to development team, CFO, and other VOALA leadership Collaborate with other VOALA programs and community partners and represent the interests of the agency, the program and its participants in all networking and public relations opportunities Evaluation outcomes Assist with Corporate evaluation efforts to develop best practices in health programs Monitor and verify services provided to each participant on a regular basis and determine the quality and effectiveness of services provided Ensure program(s) interim and final goals and requirements are achieved Evaluate program effectiveness; make proposals to senior management
Qualifications

REQUIREMENTS:
Must be able to pass a fingerprint clearance, background check, including criminal history, personal references, employment and education verifications
EDUCATION:
Bachelors Degree in public health or related field
EXPERIENCE:
Three years of work experience in public health administration or related field, with progressive responsibly over public health function
KNOWLEDGE:
Possess a thorough understanding of the importance of confidentiality and non-disclosure according to the general standards set forth by HIPAA Understanding of the risks associated with the specific problems that are affecting the community, and healthier alternatives
TECHNOLOGY SKILLS:
Familiar with Electronic Health Records
SKILLS AND ABILITIES:
Ability to perform under circumstances of possible emotional stress and conflict, including dealing with un-cooperative clients.

Excellent communication skills at level necessary to educate the public on the risks associated with the specific problems that are affecting the community, and promote healthier alternatives Demonstrated ability to train subordinates Ability to coordinate efforts across multiple locations Ability to safely and successfully perform the essential job functions consistent with the ADA, FMLA, and other federal, state, and local standards, with or without reasonable accommodation, including meeting qualitative and quantitative productivity standards.

Ability to maintain regular, punctual attendance consistent with ADA, FMLA, and other federal, state, and local standards.

INTERPERSONAL CHARACTERISTICS:
Ability to effectively communicate with Client population, Medical providers and VOALA staff while demonstrating a high degree of diplomacy and tact
PREFERRED QUALIFICATIONS:
Bachelor’s degree in Nursing, Nurse Science, or Public Health Administration (or closely related field) Existing relationships with local public health authorities, local healthcare providers and related service providers Culturally sensitive and demonstrated ability and effectiveness working with mental health, substance use disorder, and veterans Experience working with the homeless population Bilingual (English/Spanish – written and oral)
