Job Summary: The Director of Clinical Engineering is responsible for the strategic management and vision in the planning, acquisition, implementation, and management of all medical equipment and related services.
Manages all aspects of the medical equipment management programs.
Ensures all programs’ elements are designed and implemented to comply with The Joint Commission (TJC), CMS and other regulatory and inspection agency requirements, guidelines, and standards.
Develops annual goals and objectives related to these responsibilities in response to present and future needs and will develop and manage an annual operating and applicable capital medical equipment budgets.
Interfaces extensively with department heads within the IT divisions as well as clinical leadership to support diverse safety and technology initiatives.
In addition to establishing sustainable departments, the Director will lead several projects already in the works that support organizational goals.
Job Responsibilities: + Develops and implements consistent policies and procedures that guide and support the functions of the department.
+ Assesses, reviews and ranks all strategic capital requests for biomedical equipment.
+ Develops and meets goals with respect to the technology in support of the organizational strategic plan.
As applicable, works with the hospital leadership to develop a multiyear roadmap for strategic medical equipment replacement.
+ Assesses resource need to manage medical equipment planning and deployment for construction projects.
+ Conducts pre-purchase evaluations, researches vendors, assesses cost of ownership and other activities in support of acquisitions.
Where applicable, develops system wide Request For Proposals (RFPs), to facilitate standardization, and optimize cost and service support models.
+ Manages the oversight of initial inspections, unscheduled and scheduled maintenance, Alternative Equipment Maintenance (AEM) program and medical equipment database documentation in compliance with regulatory standards.
+ Manages the oversight and participates, where applicable in the investigation, root cause analysis and reporting of medical device related event.
Works closely with Risk Management to ensure compliance with the FDA and device manufacturer reporting on any sentinel events.
+ Participates in the device hazard and recall notification program and assists in the implementation of the applicable remediation plans.
+ Manages equipment performance and service vendors to maintain the highest standards for patient care.
When these are found to be unsatisfactory, the Director is responsible for expediting solutions including replacing equipment or terminating service agreements.
+ Provides consultation to internal and external contacts on all aspects of medical equipment technologies.
+ Negotiates system wide service agreements with vendors where appropriate and works closely with Purchasing and Finance to develop strategic vendor partnerships.
+ Ensures ongoing skills, training and /or certification as required for all staff in the use and operation of patient equipment.
Develops a comprehensive multiyear educational training plan.
+ Optimizes annual capital purchasing power by identifying opportunities to consolidate cost across sites and fiscal years.
Assesses, reviews and ranks all strategic capital requests for medical equipment.
+ Assesses current imaging equipment needs and develops applicable support model.
+ Actively participates/ leads hospitals committees as related to medical equipment and safety (for example: Capital Planning Committee, Safety Committee, Finance Committee, Space Planning Committee, Safety Rounds, etc) Education required: Graduate degree is required in engineering or a closely related technical discipline.
Bachelors degree required.
Equivalent combination of education and experience may be substituted.
License required: ACCE Certification in Clinical Engineering (CCE) credential (preferred) or eligible.
AAMI Certified Healthcare Technology Manager (CHTM) credential (preferred).
Experience required: 8 to 10 years of clinical engineering management experience in a comparable (complex, academic) healthcare organization Active in regional and national associations (e.g., AAMI, ACCE).
Track record of professional accomplishments, including writing and presenting.
Demonstrated skills in team-building and program development, strategic thinking, and knowledge of medical technologies.
Desired Knowledge, Skills, and Abilities: Knowledge of many different types of patient care equipment such as monitors, infusion pumps, lab equipment, imaging devices etc.
Knowledge of electronic theory and technology Understanding and experience with HL7 and other protocols Knowledge of Capsule Technologies enterprise device connectivity solutions highly desirable Understanding of clinical data flow into an EMR and other systems Experience with Epics application suite highly desirable Understanding of touch screen technologies and how it impacts user interface Experience integrating multiple clinical devices including monitors, vents, and pumps Fiscal management experience in preparing, monitoring and controlling budgets, reducing expenses and negotiating agreements Knowledge of computer systems and ability to use basic computer software packages (word processing, spreadsheets, work order tracking, inventory management, and databases) Ability to plan, organize, and implement policies and procedures Articulate and able to clearly communicate technical principles to non-technical personnel both verbally and in writing Ability to supervise, direct, evaluate, and delegate work and responsibilities to subordinate personnel Active in regional and national organizations (e.g., AAMI, ACCE).
